مدلي براي افزايش منافع ملي حاصل از سيستم عرضه نفت ايران در بازار جهاني (رويكرد سيستمي)

Developing A Model to Enhance Iran's National Interests by the Oil Supply System in the World Market: A Systems Approach

بررسي پيشينه اقتصاد سياسي بين الملل به روشني نشان مي دهد كه كشف مخازن عظيم نفت خام نقش بسيار مهمي در وقايع سياسي و نيز تعريف و تامين منافع ملي كشورها ايفا نموده است. بي ترديد منابع طبيعي و به طور خاص ذخاير نفت خام كشورمان به عنوان منابعي بين نسلي تلقي شده و حفظ عدالت بين نسلي و ارتقا منافع ملي در بلندمدت ضرورتي انكارناپذير و از اهداف و وظايف كليدي دولت مردان ايران به شمار مي رود. در اين پژوهش با تمركز بر بعد اقتصادي منافع ملي با استفاده از روش سيستم ديناميك به بررسي و مدل سازي تغييرات ديناميك در منافع اقتصادي ملي كشور ناشي از تحولات صنعت نفت با توجه به تحولات بازار نفت پرداخته شده است. ساختار شكل گيري ظرفيت توليد، ميزان توليد و درآمدهاي حاصل از فروش داخلي و بين المللي نفت و فرآورده هاي نفتي كشور مدل سازي و متغيرهاي مرتبط با منافع ملي اقتصادي حاصل از آن فرمول بندي شده است. سيستم مورد نظر در نرم افزار ونسيم شبيه سازي و نتايج مدل در چند سناريو شامل سناريوي رشد و رونق در بازار نفت، سناريوي وضع موجود، سناريوي ركود در بازار نفت، حفظ سهم بازار توسط اوپك و حفظ سطح درآمد كشورهاي اوپك تشريح و تحليل شده است. با توجه به نتايج حاصل از اجراي مدل، افزايش قيمت هاي داخلي حامل هاي انرژي به سمت قيمت هاي بين المللي و همچنين افزايش سهم بودجه براي سرمايه گذاري در حوزه هاي با ارزش افزوده بيشتر در صنعت نفت براي افزايش منافع ملي اقتصادي توصيه مي شود.

An examination of international political economy history shows that discovery of huge oil reservoirs has been playing an important role in defining and supporting the countries national interest. Undoubtedly, oil reserves in Iran are considered as intergenerational resources and maintaining intergenerational justice as well as enhancing national interest in the long run. These are indisputable commitments which are the main goals and missions of Iran governors. In this research, focusing on the economic aspect of the national interest and by using systems dynamic methodology, dynamics changes of Iran’s national interest are modelled considering developments in the oil industry and market. The structure of production capacity formation, amount of production and revenues of domestic and international sale of oil and oil products are investigated and modeled and variables related to economic national interest are formulated. Simulation results described in five scenarios as follows: growth in the oil market, current status, downturn in the oil market, OPEC market share target, and OPEC revenue target. According to results, increase in domestic prices of energy carriers to international prices and the increase of the budget share for investment in more value added areas in the oil industry are recommended to increase national economic benefits.
