شناسايي نظام گمركي مطلوب ايران مبتني‌بر سياست هاي كلي اقتصاد مقاومتي (با تاكيد بر بهبود محيط كسب‌ و‌ كار)

Designing Satisfactory Customs System Based on General Policies of Resistance Economy- Emphasis on mprovement of Business Environment

امروزه با توجه به شرايط داخلي و بين­المللي جمهوري اسلامي ايران از جمله تحريم اقتصادي و اقتصاد مقاومتي، ضرورت تحول در نظام گمركي بيش از هر زمان ديگري احساس مي­شود. در پژوهش حاضر به‌منظور دستيابي به نظام گمركي مبتني‌بر سياست­هاي كلي اقتصاد مقاومتي (با تاكيد بر بهبود محيط كسب‌وكار) اقدام به آسيب­ شناسي وضع موجود نظام گمركي جمهوري اسلامي ايران، شناسايي عوامل شكل‌دهنده نظام گمركي مطلوب و تبيين نحوه ارتباط اجزاي نظام گمركي مطلوب شده است. پژوهش حاضر با استفاده از روش­هاي كمي و كيفي (آميخته) انجام شده است. بر اساس يافته­هاي پژوهش، تاثير درون‌دادهاي نظام گمركي مطلوب و برون‌دادهاي نظام گمركي مطلوب با در نظر گرفتن نقش تعديل­گري متغير عوامل محيطي به ترتيب بر «فرايندها» و «پيامدها و دستاوردها»ي نظام گمركي مطلوب، تاثيرگذار است. اما فرايندهاي نظام گمركي مطلوب با در نظر گرفتن نقش تعديل­ گري عوامل محيطي بر برون‌دادهاي نظام گمركي مطلوب تاثيرگذار نمي‌باشد.

Today, considering the internal and international conditions of the Islamic Republic of Iran, including economic sanctions and resistance, the need for change in the customs system is felt more than ever. In this research, in order to achieve a customs system based on the general policies of resistance economy (with an emphasis on improving the business environment), it attempted to investigate the current status of the customs system of the Islamic Republic of Iran, identify the factors shaping the preferential customs system and explain the manner in which the components of the appropriate customs system Has been. This research was carried out using quantitative and qualitative methods (mixed). According to the research findings, the effect of Satisfactory customs system inputs and Satisfactory customs system outcomes, considering the changing role of environmental factors, is influential on "processes" and "outcomes and achievements" of the Satisfactory customs system, respectively. However, the Satisfactory customs system processes are not affected by the consideration of the moderating role of environmental factors on the desired systemic outputs.
