The Role of the Saudi Lobbying in America in the Process of Changing Iran's Nuclear Program into a Security Issue

در ﺳﺎلﻫﺎي اﺧﯿﺮ ﺗﻨﺶﻫﺎي ﺳﯿﺎﺳﯽ و اﻣﻨﯿﺘﯽ ﻣﯿﺎن ﻋﺮﺑﺴﺘﺎن ﺳﻌﻮدي و ﺟﻤﻬﻮري اﺳﻼﻣﯽ اﯾﺮان ﺑﻪﻣﯿﺰان ﻗﺎﺑﻞ ﻣﻼﺣﻈﻪاي اﻓﺰاﯾﺶ ﯾﺎﻓﺘﻪ اﺳﺖ. ﻧﺸﺎﻧﻪﻫﺎي ﭼﻨﯿﻦ وﺿﻌﯿﺘﯽ را ﻣﯽﺗﻮان در ارﺗﺒﺎط ﺑﺎ ﺗﺴﺮي ﯾﺎﻓﺘﻦ اﺧﺘﻼﻓﺎت و ﭼﺎﻟﺶﻫﺎ ﺑﻪ ﺣﻮزهﻫﺎي ﻣﻮﺿﻮﻋﯽ ﻣﺘﻌﺪد در رواﺑﻂ ﻣﯿﺎن دو ﮐﺸﻮر ﻣﻮرد ﺗﻮﺟﻪ ﻗﺮار داد. درﻫﻤﯿﻦ راﺳﺘﺎ، ﺑﺨﺸﯽ از ﺟﺮﯾﺎنﺳﺎزي ﻋﻠﯿﻪ ﺑﺮﻧﺎﻣﻪ ﻫﺴﺘﻪاي اﯾﺮان ﺑﻪوﺳﯿﻠﮥ ﻻﺑﯽ ﺳﻌﻮدي در اﻣﺮﯾﮑﺎ ﺗﻌﻘﯿﺐ و ﺳﺎزﻣﺎﻧﺪﻫﯽ ﺷﺪه اﺳﺖ. در ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺗﻼش ﺷﺪه اﺳﺖ ﺗﺎ ﺑﺎ ﺑﻬﺮهﮔﯿﺮي از ﮔﺰارهﻫﺎي ﻧﻈﺮي ﻣﮑﺘﺐ اﻣﻨﯿﺘﯽ ﮐﭙﻨﻬﺎگ ﺑﻪ ﺑﺮرﺳﯽ و واﮐﺎوي ﻧﻘﺶ ﻻﺑﯽ ﺳﻌﻮدي در روﻧﺪ اﻣﻨﯿﺘﯽﺳﺎزي ﺑﺮﻧﺎﻣﻪ ﻫﺴﺘﻪاي اﯾﺮان ﭘﺮداﺧﺘﻪ ﺷﻮد. درﻫﻤﯿﻦ زﻣﯿﻨﻪ، ﭘﺮﺳﺶ اﺻﻠﯽ ﻣﻘﺎﻟﻪ ﺣﺎﺿﺮ اﯾﻦ اﺳﺖ ﮐﻪ: ﻧﻘﺶ ﻻﺑﯽ ﺳﻌﻮدي در ﻗﺒﺎل ﻓﺮاﯾﻨﺪ ﻣﺬاﮐﺮات ﻫﺴﺘﻪاي اﯾﺮان و ﻧﺘﺎﯾﺞ آن ﺑﺎ ﮔﺮوه 5+1 را ﭼﮕﻮﻧﻪ ﻣﯽﺗﻮان ارزﯾﺎﺑﯽ ﻧﻤﻮد؟ در ﭘﺎﺳﺦ، اﯾﻦ ﻓﺮﺿﯿﻪ ﺑﻪ ﺳﻨﺠﺶ ﮔﺬاﺷﺘﻪ ﻣﯽﺷﻮد ﮐﻪ: ﻋﺮﺑﺴﺘﺎن ﺳﻌﻮدي ﺑﺎ ﺑﻬﺮه ﮔﯿﺮي از ﻇﺮﻓﯿﺖ ﻻﺑﯽ ﮔﺮي اﻣﺮﯾﮑﺎ ﻧﻘﺶ ﻣﺆﺛﺮي را در ﺑﺮﺳﺎﺧﺘﮕﯽ ﺑﺎر اﻣﻨﯿﺘﯽ ﺑﺮﻧﺎﻣﻪ ﻫﺴﺘﻪاي اﯾﺮان داﺷﺘﻪ و از اﯾﻦ ﻃﺮﯾﻖ ﺗﻼش ﮐﺮده اﺳﺖ ﺗﺎ ﻣﺎﻧﻊ از ﺗﺪوﯾﻦ، اﻧﻌﻘﺎد و اﺟﺮاي ﺑﺮﺟﺎم ﺷﻮد. روش ﺳﻨﺠﺶ ﻓﺮﺿﯿﻪ در اﯾﻦ ﻣﻘﺎﻟﻪ، ﺗﺤﻠﯿﻠﯽ ـ ﺗﻮﺻﯿﻔﯽ و اﺑﺰارﮔﺮدآوري اﻃﻼﻋﺎت ﻧﯿﺰ ﮐﺘﺎﺑﺨﺎﻧﻪاي اﺳﺖ.

Political and security tensions have augmented significantly between Saudi Arabia and the Islamic Republic of Iran in recent years. Signs of such tensions can be observed regarding the deepening of differences and challenges in various issues in the relationship between the two countries. Part of the ongoing campaign against Iran's nuclear program having been pursued by the Saudi lobby in the United States can be understood in this relation. Employing the theoretical statements of Copenhagen Security School, this research attempts to investigate the role of the Saudi lobby in the process of changing Iran's nuclear program into a security challenge. The main question of the research is: “How can we analyze the role of Saudi lobbying towards the process of Iran's nuclear negotiations with 5 + 1 group?” In response, this hypothesis is investigated: “Saudi Arabia, using its lobbying capacity in the United States, has played an effective role in overstating the security label of Iran's nuclear program and, by doing this, it has tried to prevent configuration, establishment, and implementation of JCPOA. A descriptive-analytic method has been employed for hypothesis testing and data collection has been conducted through library method.
