مقايسه تطبيقي ارزشگذاري اقتصادي CVM مقاصد گردشگري شهري (مطالعه موردي: پارك‌هاي ائل‌گلي و باغلارباغي كلانشهر تبريز)

Comparative analysis of CVM economic valuation of urban tourism destinations (Case study: Elgoli and Baghlar Baghi Gardens in Tabriz megalopolis)

بنا به گزارش سازمان جهاني گردشگري، صنعت گردشگري بعد از صنعت نفت به عنوان دومين اقتصاد جهان، درآمدهاي بسياري را براي كشورهاي مختلف در پي دارد و از طرفي چون به گسترده‌ترين صنعت دنيا نيز تبديل شده است، لذا به يكي از مؤلفه‌هاي تفكيك‌ناپذير زندگي انسان معاصر نيز تبديل شده است. ارزشگذاري مناطق توريستي در شهرها در راستاي اتخاذ راهبردها و سياست‌هاي اقتصادي از مهمترين مقولات توسعه و برنامه‌ريزي صنعت گردشگري به شمار مي آيد. پارك‌هاي ائل‌گلي و باغلارباغي واقع در استان آذربايجان شرقي و شهر تبريز به دليل دارا بودن جاذبه هاي زياد، از مناطق توريستي و گردشگري مهم شهر تبريز مي باشند. لذا مطالعة ارزش توريستي آن مي‌تواند در پيش‌بيني نياز‌ها و رفع كمبود‌ها و توسعة گردشگري در اين شهر مؤثر باشد. روش پژوهش توصيفي – تحليلي است. هدف پژوهش حاضر برآورد ارزش توريستي پارك‌هاي ائل‌گلي و باغلارباغي با استفاده از روش ارزشگذاري مشروط CVM بوده كه در اين راستا با استفاده از مدل لوجيت و پرسشنامه انتخاب دوگانه به بررسي عوامل مؤثر در پذيرش تمايل به پرداخت براي بازديد از اين پارك‌ها مي‌پردازد. با استفاده از روش نمونه‌گيري تصادفي ساده 320 نمونه براي پارك ائل‌گلي و تعداد 150 نمونه براي پارك باغلارباغي انتخاب شدند. نتايج پژوهش نشان مي‌دهد كه 65 درصد بازديدكنندگان پارك ائل‌گلي و 67 درصد بازديدكنندگان پارك باغلارباغي حاضر به پرداخت مبلغي براي بازديد از اين جاذبه هاي توريستي مي‌باشند. متغير‌هاي مبلغ پيشنهادي، ميزان تحصيلات، درآمد، رضايت، بعدخانوار، سن و جنسيت عوامل مؤثر در احتمال پذيرش تمايل به پرداخت بازديدكنندگان از اين پارك‌ها مي‌باشند. متوسط تمايل به پرداخت گردشگران در ازاي استفاده از خدمات گردشگري پارك ائل‌گلي 12000 ريال براي هر نفر و پارك باغلارباغي 10000 ريال براي هر نفر است و با در نظر گرفتن اين ميزان متوسط ارزش كل تفريحي سالانه پارك ائل‌گلي 1.069.409.952.000 ميليارد ريال و ارزش كل تفريحي سالانه پارك باغلارباغي 63.894.732.000 ميليارد ريال برآورد مي‌شود.. لذا با توجه به ارزش و اهميت بالاي اين پارك‌ها، مي‌بايست برنامه‌ريزان براي توسعة گردشگري و بالا بردن رفاه بازديدكنندگان به اين منطقه توجه بيشتري داشته باشند

According to a report from International Tourism Organization, after oil industry tourism industry, as the second prosperous industry of the world, is followed by many revenues for different countries and on the other hand whereas it has been converted into the widest industry of world therefore it is turned into one of the integrated elements in contemporary human life as well. In the course of taking economic strategies and policies, valuation of touristic zones in cities is assumed as one of the foremost contexts of development and planning of tourism industry. Elgoli and Baghlar Baghi Parks locating in Tabriz in Eastern Azerbaijan Province are some of important touristic regions of this city due to possessing a lot of attractiveness. Thus, study on touristic value of this region may be efficient in prediction of requirements and removal of shortages and developing tourism in this city. The method of current research is of descriptive- analytic type. The present study aims to estimate touristic value of Elgoli and Baghlar Baghi Parks using CVM conditional valuation technique where in this regard it examines the effective factors in acceptance of tendency to pay for visiting of these parks by means of LOGIT model and double- choice questionnaire. Using randomized simple sampling method, 320 samples were selected from Elgoli Garden and 150 samples from Baghlar Baghi Garden. The results of study indicate that 65% of visitors in Elgoli Garden and 67% of visitors from Baghlar Baghi were inclined in payment of fund to visit these touristic attractive regions. These variables include offered fund, educational degree, income, satisfaction, family dimension, age, and gender which are effective factors in probable acceptance for payment for these parks by the visitors. The average fund for which the visitors are inclined to pay to use touristic services by any person is 12’000 Rials and 10’000 Rials respectively to visit Elgoli and Baghlar Baghi Parks. By considering this mean payment rate, the total annual recreational values are estimated 1’069’409’952’000 Rials and 63’894’732’000 Rials respectively for Elgoli and Baghlar Baghi Parks. Thus with respect to high value and importance of these parks, the planners should more notice development of tourism and enhancing welfare for the visitors of this region.
