امر عمومي و اختيارات دولت از ديدگاه اقتصاد نئوكلاسيك و اسلام؛ بررسي مقايسه‌اي روش تبيين

Public affair and state authority from from the perspective of neoclassical and Islamic economics; Comparative study of the method of explanation

لزوم حضور دولت در زندگي اجتماعي انسان مستلزم اختياراتي براي دولت و در نتيجه متأثر شدن آزادي عمل و اختيار فردي و پيدايش محدوديت ­هايي براي اوست. اين امر اختلاف نظرهاي گسترده اي را ميان نظريه پردازان اين حوزه موجب شده است. در كنكاش درباره دولت و حدود اختيارات و وظايف گريزي از بررسي مانند امر عمومي و مصالح جمعي در مقابل مصلحت خصوصي و فردي نيست. «ايستار» درباره چگونگي تفكيك ميان امر خصوصي و عمومي از سويي پيوند ميان دولت و امر عمومي و از سوي ديگر دريچه ­اي براي انديشيدن در مورد اقتصاد و دولت مي­ گشايد. اين مقاله بر اساس تحليل محتوا و با مراجعه به متون معتبر دو ديدگاه كلاسيكي و اسلامي در مورد امر عمومي و خصوصي مفاهيم مرتبط با آن را بررسي مي­ كند. نتايج نشان مي ­دهد در نگرش اسلامي زندگي اجتماعي ابزاري منحصربه­ فرد براي پرورش برخي از خصايص و صفاتي است كه موجب كمال و تعالي انسان مي­ شود و بخشي از مصالح انسان عمومي بوده و براي استيفاي آن به دولت نياز و چنين دولتي «خير» است. از سويي، برخلاف رويكرد كلاسيكي، حوزه عمومي تحت الشعاع حوزه خصوصي و بازار تعريف نشده و ارزش­ ها و نظام اخلاقي و مصالح جامعه صرفا از سوي بازار تعيين نمي­ گردد.

The necessity of the staste presence in social life entails authority of the state and, as a result, affects individual freedom and liberty. This has led to widespread controversy among scholars in this area. A review of the state and the scope of its authority requires consideration of issues such as public affairs and collective interests against private and individual interests. The attitude on how to distinguish between the private and the public, on the one hand, links the state and the public, and on the other hand, opens the door for thinking about the economy and the state. This paper, based on the content analysis and by referring to authoritative texts, examines two classic and Islamic views on the public and private issues associated with it. The results show that in Islamic attitude, social life is a unique tool for nurturing some of the characteristics and traits that make human perfection and excellence and part of the human interest is public. In order to acquire this public interest, the state needs it, and such a state is "good." Also, unlike the classical approach, the public sphere is not defined by the overshoot of the private sphere and the market, and ethical values and the interests of society are not determined merely by the market.
