چكيده فارسي :
انتخاب روش مناسب تامين منابع مالي و تهيه و تخصيص بودجه هاي عملياتي و اجرايي براي انجام پروژه هاي زيربنايي بخصوص پروژه هاي مترو، از چالش هاي مهم شهرهاي بزرگ مي باشد كه به دليل نبود چارچوب مناسب براي آن، علي رغم صرف زمان و هزينه گزاف، نتيجه مطلوب را در بر ندارد. هدف از اين تحقيق بررسي ويژگي هاي تاثيرگذار بر پروژه هاي مترويي و نيز انتخاب روش هاي تامين منابع مالي جهت كمك به انتخاب روش صحيح تامين مالي در پروژه هاي حمل ونقل ريلي درون شهري(مترو) است، كه پروژه خط 7 متروي تهران با همين هدف و در قلمرو مكاني اعلام شده بخش كارفرمايي و پيمانكاري مورد بررسي قرار گرفت، سپس با جمع آوري اطلاعات لازم از طريق پرسش نامه و مصاحبه ساختار يافته با خبرگان كه از مديران ارشد، مديران مالي، سرمايه گذاري، حقوقي و قراردادي مرتبط با مترو مي باشد، با كمك نرم افزار expert choiceو تكنيكahp، ضمن استخراج 12 ويژگي اصلي موثر بر تامين مالي پروژه هاي مترو به عنوان معيارهاي موثر بر تصميم گيري؛ روش هاي متصور براي تامين منابع مالي پروژه هاي مترويي اولويت بندي گرديدند كه به ترتيب اولويت شامل فاينانس، بيع متقابل buy back، bot,lc ، فروش اوراق، يوزانس، وام بين المللي و در نهايت سرمايه گذاري مستقيم خارجي شدند. درپايان شرايط خط 7 متروي تهران با نتايج حاصل شده مقايسه گرديده و مورد تحليل قرار گرفت. نتيجه اين تحقيق مي تواند براي پژوهشگران، فعالان عرصه تامين مالي، كارفرمايان و پيمانكاران epc مورد استفاده قرار گيرد.

Choosing the right method of financing, preparing and allocating operational and executive budgets for infrastructure projects, especially metro projects, is one of the major challenges facing big cities, due to the lack of a suitable framework for it, despite the high cost and time, Does not have the desired result. The purpose of this research is to examine the characteristics of the metro projects and the choice of financial resources to assist in the selection of the proper financing method for metro projects, which is the project of Tehran Metro Line 7 with the same objective and in the realm - the section of the employer and the contractor- was examined, then by collecting the necessary information through a structured questionnaire and interview with experts who are senior executives, financial managers, investment, legal and contractor related to the metro, with the help of The Expert Choice software and the AHP technique, while extracting 12 main features affecting financing Sub-metropolitan areas as criteria for influencing decision making; prioritized methods for financing the metro projects were ranked in priority order, including Buy Back, BOT, LC, Sales of Bond, Usance, International Loans, and, finally, Foreign Direct Investment . Finally, the conditions of Tehran Metro Line 7 were compared with the results and analyzed.
