بررسي سياست‌هاي سرقتِ علمي-ادبي در تارنماهاي دانشگاه‌ها و مراكز آموزش عالي ايران

Exploring Plagiarism Policy Statements on Iranian University and Higher Education Institute Websites

در سال‌هاي اخير سرقتِ علمي-ادبي، به‌ويژه در جوامع دانشگاهي، اهميت چشم‌گيري يافته است. به‌رغم تلاشِ دانشگاه‌ها و استادان در يافتنِ راهكارهايي براي بازداشتن دانشجويان از اين اقدام؛ اين مشكل هم‌چنان به قوت خود باقي است و به عقيده‌ي بسياري از پژوهشگران حتي بيشتر نيز شده است. هدف اصلي اين مقاله كمك به دانشگاه‌هاي ايران براي مقابله با پديده‌ي دامن‌گسترِ سرقتِ علمي-ادبي است. به‌عبارت ديگر، تلاش خواهد شد تا دانشگاه‌ها را از ضرورتِ دستيافتن به سياستي روشن درباره‌ي سرقت علمي-ادبي، به‌ويژه در تارنماهاي دانشگاهي آگاه سازيم. براي اين منظور و هم‌چنين آشنايي با راهكارهاي علمي و عملي دانشگاه‌ها در پيشگيري از سرقتِ علمي-ادبي، محتويات تارنماي 133 دانشگاه، پژوهشكده و مؤسسه‌ي علمي مورد تأييدِ وزارت علوم، تحقيقات و فناوري بررسي شد. نتايج بررسي بيشتر تارنماها از نبودِ محتوايي منسجم و جامع درباره‌ي اين مفهوم حكايت دارد؛ و اين بدان معناست كه در بسياري از اين نهادها، دانشجويان از آموزشِ كافي درباره‌ي سرقتِ علمي-ادبي و اهميت صداقت علمي بي‌بهره‌اند. پژوهش حاضر اين ايده را پيش مي‌نهد كه براي انجام اقدامي مؤثّر در اين زمينه، شرط نخست آن است كه مسئولان دانشگاه‌ها آشنايي دانشجويان با مفهوم و ماهيّتِ سرقتِ علمي-ادبي و چگونگي اجتناب از آن را فرض نگيرند و بر سر اين نكته كه شناختِ دقيقِ و راهكارهاي مقابله با اين پديده نيازمندِ آموزش و آگاهي بخشي است، به توافقي اصولي دستيابند.

Plagiarism has been receiving an unprecedented attention in recent years, especially among the academia. Despite the efforts of universities and university professors to find ways to prevent students from the academic misconduct, the problem persists. In the opinion of many researchers this issue has even increased. The main purpose of this article is to help Iranian universities combat the epidemic of plagiarism. In other words, it strives to heighten the universities’ awareness of the importance of having a clear policy on plagiarism- especially on their websites. To achieve this goal and introduce practical and research-based solutions, the researcher examined website contents of 133 universities and educational institutes accredited by Iran’s Ministry of Science, Research and Technology to find out if they contain any policy statements on plagiarism. The results indicated an absence of content relevant to the concept from the majority of the websites, suggesting that in most Iranian universities students may be deprived of an adequate education on avoiding plagiarism and on the significance of academic honesty for that matter. This study argues that to effectively tackle the issue of plagiarism, it is absolutely necessary that the educational institutions not take students’ familiarity with the concept and of ways to avoid it for granted. They need to realize that plagiarism is a critical issue which requires major attention as well as a coherent and comprehensive educative approach to deal with.
