An Analysis on the Performance of Middle Cities in Regional Development (Case Study: Babol City

عدم‌تعادل و نابرابري در نظام سكونتگاهي و لزوم دست‌يابي به توسعه و تعادل منطقه‌‌اي موجب توجه روزافزون به شهرهاي مياني به‌عنوان يكي از راهبردهاي جهاني شده است. در اين راستا ضرورت دارد تا نقش و عملكرد اين شهرها مورد ارزيابي قرار گيرد. هدف اين پژوهش بررسي و تحليل نقش و عملكرد شهر مياني بابل در توسعۀ فضايي استان مازندران است. روش تحقيق توصيفي-تحليلي با هدف كاربردي است. در جمع‌آوري داده‌‌ها از روش اسنادي و كتابخانه‌اي بهره گرفته شده است. به‌‌‌منظور تجزيه‌و‌تحليل داده‌‌ها از روش‌‌ها و مدل‌هاي كمّي نظير مدل‌‌هاي جمعيتي(ضريب آنتروپي و ضريب كشش‌پذيري)، مدل‌‌هاي اقتصادي(ضريب مكاني و مدل تغيير سهم) و مدل‌‌ حوزۀ نفوذ(تئوري نقطۀ جدايي) استفاده شده است. نتايج تحقيق نشان مي‌‌دهد كه شهر بابل توانسته در تعادل جمعيتي منطقه ايفاي نقش كند؛ به‌طوري كه بدون وجود اين شهر عدم‌تعادل‌هاي منطقه‌‌اي افزايش مي‌‌يابد. از سوي ديگر ارزيابي عملكرد اقتصادي نيز بيانگر آن ‌‌است كه شهر از نقش قوي خدماتي برخوردار بوده و مي‌‌تواند در توسعه و تعادل اقتصادي استان مؤثر باشد. همچنين بررسي حوزۀ نفوذ شهر بابل نشان مي‌‌دهد كه اين شهر بخش قابل‌توجهي از خدمات خود را به حوزۀ نفوذ اختصاص داده است. در مجموع نتايج اين مطالعه نشان مي‌‌دهد، شهر بابل به‌عنوان شهر مياني در استان مي‌‌تواند با عملكرد مطلوب به انسجام توسعۀ فضايي استان مازندران كمك كند.

Unbalancing and inequality in the settlement system and the need for regional development and equilibrium have given rise to increasing attention to middle cities as one of the global strategies. In this regard, it is necessary to assess the role and performance of these cities. The purpose of this study is to investigate and analyze the role and performance of Babol city in the spatial development of Mazandaran province. The research method is descriptive-analytic with an objective purpose. Documentary and library methods have been used to collect data. In order to analyze the data, quantitative methods and models such as demographic models (entropy coefficient and traction coefficient), economic models (spatial coefficients and share change model), and intrusion model (separation point theory) have been used. The results of the study show that Babol has been able to play a role in the demographic balance of the region, so that without this city, regional inequalities will increase. On the other hand, the evaluation of economic performance also indicates that the city has a strong service role and can be effective in the development and economic balance of the province. Also, the study of the penetration of the city of Babol shows that the city has devoted a significant part of its services to the sphere of influence. Overall, the results of this study show that the city of Babol as a middle town in the province can contribute to the coherence of spatial development in Mazandaran prov.
