چكيده فارسي :
زمينه و هدف: در تمامي جوامع بشري، وجود و احساس امنيت، از نيازهاي اساسي مردم است. ايجاد امنيت در ابعاد مختلف آن، از وظايف مهم هر دولتي است. «امنيت» ابعاد مختلفي دارد كه يكي از مهم‌ترين ابعاد آن «امنيت اخلاقي» است. جوامعي كه ازنظر ايجاد امنيت در بُعد اخلاق، دچار ضعف و نقص باشند آسيب‌هاي فراواني را در تمامي بخش‌ها متحمل مي‌شوند؛ شديدترين آسيب در اين حوزه، آسيب ديدن كانون خانواده است. با توجه به تأكيدات قرآن كريم و سخنان پيامبر اسلام، امنيت اخلاقي ضرورتي براي ايجاد جامعة اسلامي است. نيروي انتظامي به‌عنوان نهاد برقراركنندة نظم و امنيت در جامعه، در راستاي ايجاد امنيت اخلاقي، نقش مهمي بر عهده دارد. در اين مقاله به تبيين چيستي امنيت اخلاقي و نقش نيروي انتظامي در ايجاد آن، با تأكيد بر ديدگاه مقام معظم رهبري (مدظله‌العالي) پرداخته شده است.
روش تحقيق: اين مقاله به روش توصيفي- تحليلي و با بهره‌گيري از متون و منابع اسلامي و بيانات مقام معظم رهبري انجام گرفته است.
يافته‌ها و نتيجه‌گيري: يافته‌هاي تحقيق نشان مي‌دهد كه برقراري امنيت اخلاقي در جامعه ميتواند زمينة بسياري از جرائم اجتماعي را نيز كاهش دهد. نيروي انتظامي از طريق تقويت اقتدار سازماني و دولتي، مشاركت در فعاليت‌هاي مدني و اجتماعي، تقويت قانون‌مندي در درون سازمان و بيرون از سازمان و جلب اعتماد اجتماعي و نيز «آگاه‌سازي و مصون‌سازي»، «محدودسازي و نظارت و كنترل»، «ممنوع‌سازي، مداخله و برخورد» ميتواند در راستاي تقويت امنيت اخلاقي جامعه گام بردارد. همچنين يافته‌هاي تحقيق حاكي از آن است كه نيروي انتظامي در مؤلفه‌هاي عفاف و حجاب، كنترل و نظارت بر فعاليت اصناف، نظارت بر ظهور جريان‌ها و فرقه‌ها، نظارت بر نشريات، كتب و ساير متون، نظارت بر اماكن و مؤسسات، نقش تعيين‌كننده‌اي در ايجاد امنيت اخلاقي داشته است.
چكيده لاتين :
Background and objectives: In all human societies, the existence and sense of security is one of the basic needs of the people. Creating security in its various dimensions is one of the most important tasks of any government. "Security" has many dimensions, one of the most important of which is "moral security". Communities that have weaknesses and deficiencies in terms of ethics are likely to suffer enormous losses in all sectors; the hardest damage in this regard is the family's damage. According to the Holy Qur'an and the Prophet's words, moral security is essential to the creation of an Islamic society. The police, as the instigator of order and security in society, play an important role in establishing moral security. This article explores what moral security is and the role of law enforcement in creating it, with an emphasis on the supreme leadership's viewpoint.
Methodology: This study is a descriptive-analytic one, which has been conducted using Islamic texts and sources and the statements of the Supreme Leader.
Findings and results: Research findings show that establishing moral security in society can reduce the scope of many social crimes. Law enforcement can move towards strengthening the moral security of society through strengthening the Organizational and Governmental Authority, Participating in Civil and Social Activities, Strengthening Legislation Inside and Out of the Organization and Gaining Social Confidence as well as 'Awareness and Immunization', 'Limitation and Monitoring and Control', 'Prohibition, Intervention, and Confrontation'. The findings also indicate that law enforcement has had a decisive role in the establishment of moral security in the components of chastity and hijab, control and supervision on the guild activity, monitoring the emergence of streams and sects, monitoring of publications, books and other texts, monitoring of places and institutions.
