The Role of Ideological-Political Organization in Political Culture-Making in Law Enforcement

زمينه و هدف: سازمان‌هاي مديريتي، نقش‌ مهمي در فرايند نيل به اهداف و آرمان‌هاي سازمان دارند. مطالعة اين نقش‌ها و كاركردهاي سازمان‌هاي مديريتي، به‌گونه‌اي مطالعة جامعه‌شناختي سازمان تلقي مي‌شود. سازمان عقيدتي سياسي از سازمان‌هاي تابع نيروي انتظامي كشور است كه مهم‌ترين كارويژة آن «كمك به تكوين سازمان پليس و نيروي انتظامي اسلامي و در تراز جمهوري اسلامي ايران» است و نوشتار حاضر، پويشي علمي به‌منظور مطالعة نقش سازمان عقيدتي سياسي در فرايند نهادينه‌سازي فرهنگ ‌سياسي مطلوب در نيروي انتظامي است. روش تحقيق: اين پژوهش با روش توصيفي- تحليلي و با استفاده از اسناد و منابع موجود متعلق به ديدگاه‌هاي رهبر انقلاب اسلامي (مدظله‌العالي) و با استفاده از رويكرد نهادگرايي انجام گرفنه است. يافته‌ها و نتيجه‌گيري: يكي از كاركردهاي مهم سازمان عقيدتي سياسي، «فرهنگ‌سازي سياسي» و توسعه و تعميق فرهنگ سياسي مبتني بر هنجارها و ارزش‌هاي اسلامي در ميان منابع انساني و فرماندهان نيروي انتظامي است كه بخشي مهم از حوزة بصيرت سياسي سازماني را شامل مي‌شود. سازمان عقيدتي سياسي مأموريت تكوين سازمان پليس در تراز جمهوري اسلامي ايران را از طريق زير انجام مي‌دهد: 1- آموزش و تربيت معرفت‌شناختي و اعتقادي فرماندهان و منابع انساني پليس؛ 2- آموزش و تربيت اخلاقي و رفتاري فرماندهان و منابع انساني پليس؛ 3- آموزش و تربيت سياسي فرماندهان و منابع انساني پليس؛ 4- فضاسازي معنوي و اخلاقي در درون ساختارهاي مختلف نيروي انتظامي؛ 5- پيشگيري از انحرافات و كژروي‌هاي فرماندهان و منابع انساني پليس؛ 6- نهادينه‌سازي فرهنگ‌اسلامي به‌عنوان يك «كنش ارزشي» در فعاليت‌هاي فرماندهان و منابع انساني پليس.

Background and objectives: Managerial organizations play an important role in the process of achieving the goals and objectives of the organization. Studying these roles and functions of managerial organizations is regarded as a sociological study of the organization. The ideological-political organization is one of the law enforcement agencies of the country whose most important function is "to assist the development of the police and Islamic law organization within the Islamic Republic of Ir@n". The present article is a scientific study aimed at studying the role of ideological-political organization in the process of institutionalization of desirable political culture in law enforcement. Methodology: This research was conducted using a descriptive-analytic method and existing documents and sources belonging to the views of the Supreme Leader of the Islamic Revolution and an institutionalist approach. Findings and results: One of the important functions of the ideological-political organization is the "political culture-making" and the development and deepening of political culture based on Islamic norms and values among human resources and law enforcement officers, which is an important part of organizational political discernment. The ideological-political organization carries out the mission of developing the police organization in the Islamic Republic of Iran through: Epistemological and religious education and training of police commanders and human resources; Ethical and Behavioral Training of Police Commanders and Human Resources; Political education and training of police commanders and human resources; Making spiritual and ethical atmosphere within different structures of law enforcement; Preventing the deviations and abuses of police commanders and human resources; The institutionalization of Islamic culture as a "value action" in the activities of police commanders and human resources.
