الگويي براي تأمين مالي طرح هاي زيرساختي حمل‌ و نقل جاده‌اي در ايران با تمركز بر ظرفيت هاي بازار سرمايه

A Pattern for Financing Infrastructure Road Transport Projects in Iran Focusing the Capacities of Capital Market

هدف تحقيق حاضر طراحي الگويي برايتأمين مالي طرح‌هاي زيرساختيحمل‌ونقل جاده‌ايدر ايران با تمركز بر ظرفيت‌هاي بازار سرمايه مي‌باشد. كسري منابع دولتي و مشكلات سيستم بانكي در ايران، توجه‌ها را به بازار سرمايه براي تأمين مالي پروژه‌هاي زيرساختي معطوف نموده است. ليكن بهره‌مندي از ظرفيت‌هاي بازار سرمايه محقق نخواهد شد، مگر به‌واسطۀ ابزارها و نهادهاي مالي مناسب كه در بستري از قوانين و مقررات دقيق و شفاف ارائه شده باشند. در اين پژوهش، برمبناي روش تحقيق آميخته، درابتدا مستندات، به‌شكل نظام‌مند بررسي و مصاحبه‌هاي نيمه‌ساختاريافته با خبرگان انجام شد تا بر مبناي استراتژي مهندسي مالي اسلامي مبتني‌بر پاسخ به نياز، الگوي اوليه طراحي شود. حصول اطمينان از تناسب الگوي اوليه با روش دلفي و بااستفاده از پرسشنامه و مصاحبه در دو بخش انجام شد. در بخش اول يا بررسي‌هاي فقهي، علاوه‌بر تكميل پرسشنامه (8عدد) و انجام مصاحبه (4بار)‌، موضوع از طريق استفتا از مراجع تقليد عظام (8فتوا) و درنهايت بررسي در كميتۀ تخصصي فقهي سازمان بورس و اوراق بهادار (4جلسه) بررسي‌شد. در بخش دوم در حوزه‌هاي راه، بازار سرمايه و دانشگاه 41پرسشنامه تكميل‌شد و 28جلسۀ مصاحبه و 9جلسه گروهي برگزار گرديد. در انتها بااستفاده از طرح مثلث‌سازي، نتايج كيفي و كمّي مقايسه و جمع‌بندي گرديد. الگوي پيشنهادي با اكثريت آراي اعضاي گروه دلفي مورد تأييد قرار گرفت كه در سه حوزۀ ابزار مالي، نهاد مالي و قوانين و مقررات ارائه شده است. در حوزۀ ابزار مالي اوراق جعاله، منفعت و خريددين براي حالت‌هاي مختلف پروژه‌ پيشنهادشد و مدل عملياتي اوراق جعاله پروژه به‌عنوان ابزار مالي جديد به تأييد خبرگان رسيد. در حوزۀ نهاد مالي پيشنهاد ايجاد صندوق‌هاي سرمايه‌گذاري زيرساخت، نهاد يا نهادهاي متولي، مؤسسات رتبه‌بندي و انجام برخي امور توسط صندوق توسعۀ حمل و نقل ارائه شد. در حوزۀ قوانين و مقررات برخي تغييرات جهت تسهيل تأمين مالي پروژ‌ه‌هاي راه از طريق بازار سرمايه پيشنهاد گرديد.

The objective of this research is to design a model for financing the infrastructure road transport projects in Iran through the capital market. The government’s resource deficit and problems in the Iranian banking system have drawn more attention to the capital market as a source of financing. However, an effective use of the capital market rests on the premise that the suitable instruments and institutions exist and apply accurate and transparent rules and regulations. Based on the mixed method, first, a systematic review was done and half-structured interviews were undertaken with experts until the primary pattern was designed according to the Islamic financial engineering strategy based on satisfaction of the needs. To approve the primary pattern, the Delphi technique was applied using questionnaires and interviews in two parts. In jurisprudential or first part, 8questionnaires were filled, 8fatwas were issued and 4interviews were carried out. Moreover, the issue was approved in the Sharia board of Securities and Exchange Organization of Iran in 4meetings. In the second part or the field of roads, capital market and university, 41questionnaires were filled, 28interviews were carried out and 9group meetings were held. The proposed pattern was approved by the majority of delphi group which is provided in three fields namely instruments, institutions and rules and regulations. The conclusion provided support for the use of Project Ju'alah, Manfaah and ABS. The operational model of Project Ju'alah securities was designed as a new Islamic security and approved by experts. In institutions sector the conclusion provided support for the development and use of infrastructure investments funds, custodians and rating agencies as new institutes as well as some actions to be undertaken by the Transportation Fund. Finally in the field of rules and regulations, some changes were proposed to facilitate the financing of road projects through the capital market.
