Ranking of Passenger Transportation Modes by Using TOPSIS Method

پديده رو به رشد افزايش جمعيت و گسترش حمل و نقل درون شهرها باعث ايجاد ترافيك و آلودگي زيست محيطي مي شود و بـه تبع آن پيامدهاي اقتصادي و اجتماعي فراواني را موجب ميشود. اين موضوع يكي از مشكلات مهم جوامـع شـهري اسـت. اسـتفاده از سيستمهاي حمل و نقل كارا و موثر به عنوان يكي از بهترين روش ها در جهت حل اين مشكلات در بين كارشناسان و مديران شـهري مد نظر مي باشد. اما از آنجا كه احداث و راه اندازي سيستمهاي حمل و نقل عمومي مستلزم صرف هزينههاي فراوان مي باشد، لذا انتخاب بهترين سيستم حمل ونقل عمومي درون شهري بطوريكـه كـه تمـامي جوانـب اقتصـادي، اجتمـاعي و زيسـت محيطـي را در برداشته باشد، نياز به بررسي و ارزيابي دقيق دارد. مقاله حاضر با شناسايي مهمترين عوامل تاثيرگذار بر انتخاب سيستم حمل و نقل، از ديدگاه كارشناسان و متخصصان حمل و نقل به رتبه بندي انواع اين سيستمهـا، بـا اسـتفاده از تصـميم گيـري چنـدمعياره تاپسـيس مي پردازد تا مدل مناسب و جامعي را براي انتخاب سيستمهاي حمل و نقل در اختيار برنامه ريزان و مديران امر قرار دهد. در اين تحقيق، براي امتيازدهي سيستمها، با توزيع پرسشنامه بين كارشناسان حمل و نقل و پس از جمع آوري اطلاعات مربوط به معيارهـاي شناسايي شده جهت تعيين اولويت اين سيستم ها در شهر تهران استفاده شد و با استفاده از مدل ارائه شده، گزينه متـرو بـه عنـوان سيستم حمل و نقل برتر انتخاب گرديد. اين در حالي است كه براساس داده هاي سازمان حمـل و نقـل و ترافيـك شـهرداري تهـران درسال1393روزانه فقط 16/4 درصد، سهم مترو در جابجايي سفرهاي روزانه شهر تهـران را دارد. ولـي در سـالهـاي اخيـر سـرمايه گذاري در زمينه مترو بطور قابل چشمگيري افزايش يافته است كه اين نشان ميدهد برنامه ريزان و مديران شهري بـه ايـن مسـئله كاملا واقف هستند.

For example Population increase and transportation development inside cities have been caused traffic and environmental pollutions and consequently caused many economic and social issues. City experts and managers consider using efficient transportation systems as one of the best methods to solve these problems. Since construction and setting up of a public transportation system needs spending a lot of money, selecting the best public transportation system in cities so that includes all economic, social and environmental prospective needs more precise investigation and evaluations. This paper, with recognition of important parameters which effects on selecting the transportation systems, ranks different transportation systems using TOPSIS Multi-Criteria decision making method based on transportation system experts and specialist viewpoint and offers city planners and managers a proper and comprehensive model to choose public transportation system. In this research, to rank the systems, questionnaires have been distributed between experts and specialist. The collected related data recognized criteria's have been used for ranking and prioritizing the public transportation systems in city of Tehran. By using the proposed model, "Subway System" has been selected as a best transportation system in the city of Tehran, meanwhile based of Transportation and Traffic Organization of Tehran; only 16.4 percent of daily passengers are using subway in the city of Tehran. But in recent years investments in subway significantly increased that shows planners and city managers are well aware of this topic.
