ارزيابي عملكرد و كيفيت خدمات از ديدگاه كاركنان بخش اورژانس بيمارستان‌هاي منتخب دانشگاه علوم پزشكي تهران پس از اجراي طرح تحول نظام سلامت

Evaluating the Performance and Quality of Services in the Emergency Departments After Implementation of the Health Reform Plan From the Perspective of Staff of Selected Hospitals of Tehran University of Medical Sciences

مقدمه: طرح تحول نظام سلامت ايران، با هدف ارتقاي مشاركت مالي عادلانه، افزايش پاسخگويي و ارتقاي سلامت، در سال 1393 اجرا شد. از آن‌جايي كه بهبود وضعيت بخش‌هاي اورژانس از جمله اهداف اين طرح به‌شمار مي‌رود، لذا مطالعه حاضر با هدف ارزيابي عملكرد بخش اورژانس بيمارستان‌هاي متخب شهر تهران، پس از اجراي اين طرح انجام شد. روش كار: مطالعه توصيفي-تحليلي حاضر در سال 1396 در بخش اورژانس سه بيمارستان دولتي شهر تهران انجام گرفت. در مجموع، تعداد 96 نفر از كاركنان شاغل در بخش اورژانس بيمارستان‌هاي برگزيده به روش تصادفي انتخاب شدند. براي گردآوري داده‌ها از يك پرسشنامه 38 سوالي محقق ساخته، مبتني بر اهداف طرح تحول نظام سلامت، استفاده شد. داده‌ها با استفاده از نرم‌افزار SPSS-19 و آمار توصيفي و آزمون آماري آناليز واريانس تجزيه و تحليل شد. يافته‌ها: از ديدگاه كاركنان شاغل در بخش اورژانس، اگرچه تعداد بيماران مراجعه‌كننده پس از اجراي طرح تحول نظام سلامت افزايش يافته، اما تعداد كاركنان بخش براي ارائه خدمات كافي نمي‌باشد. همچنين، طرح تحول نظام سلامت كيفيت، خدمات ارائه شده، كيفيت هتلينگ و تسهيلات و امكانات بخش را ارتقا داده است. نتيجه‌گيري: نتايج بيانگر آن است كه عملكرد و كيفيت خدمات پس از اجراي طرح تحول نظام سلامت در بيمارستان‌هاي دولتي وابسته به دانشگاه علوم پزشكي تهران بهبود يافته است.

Introduction: The health reform plan was established in 2014 in Iran with the aim of promoting fair financial participation, increasing accountability, and promoting health status. Since the promotion of emergency departments was one of the goals of this plan, this study was conducted to evaluate the performance of the emergency departments of the selected hospitals in Tehran after the implementation of this plan. Methods: This descriptive - analytical study was conducted in the emergency departments of three public hospitals in Tehran in 2017. A random sample of 96 employees of the emergency departments was selected. To collect data, a researcher - made 38-item questionnaire was used based on the goals of the health reform plan. Data were analyzed using SPSS V. 19 software through descriptive statistics and analysis of variance. Results: From the viewpoint of the staff working in the emergency department, the number of patients has increased since the implementation of the health reform plan, while the number of department staff required to provide services is not sufficient. Moreover, the health reform plan has improved the quality of services, hoteling, facilities, and amenities of the departments. Conclusions: The results indicated that the performance and quality of services have improved after the implementation of the health reform plan in the hospitals affiliated to Tehran University of Medical Sciences.
