Comparative evaluation of City Islamic Council Approvals in different Areas of the Cities (Case Study: Kashmar)

شوراها از ابزار جامعه مدني هستند كه پس از پيروزي انقلاب شكوهمند اسلامي، با عنايت به تاكيدات قرآن كريم و سيره معصومان و نيز با توجه به ضرورت اجراي سيستم عدم تمركز و وجود سازمان هاي محلي، تشكيل آنها مورد توجه واقع شد. هدف پژوهش حاضر، كمك به پي ريزي يك ساختار مديريتي اثرگذار و كارآ از طريق مقايسه تطبيقي مصوبات 3 دوره شوراهاي اسلامي شهر در سه حوزه عمراني - كالبدي، اقتصادي - مالي و اجتماعي - فرهنگي و ارائه پيشنهادهايي براي بهبود الگوي قانونگذاري _ مديريتي در سطح مجموعه هاي شهري است. روش تحقيق تحليلي - توصيفي بوده و تحليل كمي و محتوايي مصوبات شوراي شهر طي سه دوره فعاليت آنها با بهره گيري از آزمون تحليل واريانس مورد ارزيابي قرار گرفت. در عين حال نتايج تحليل يافته ها با استفاده از آزمون تحليل واريانس نشان مي دهد فقدان ديد راهبردي و چشم انداز مشخص براي تحولات شهري، در مصوبات شوراي شهر نمايان است. با اين وجود، در مقايسه نسبت مصوبات در هر يك از سه حوزه عمراني، اقتصادي و اجتماعي بايد گفت كه تقريباَ قريب به ⅔ مصوبات مربوط به حوزه عمراني ، حدود ⅓ مربوط به حوزه اقتصادي و تنها حدود 5 /8 درصد كل مصوبات سه دوره مربوط به حوزه اجتماعي بوده است. اين مهم بيانگر آن است كه حوزه اجتماعي به نسبت زيادي مورد بي مهري شوراي شهر واقع شده و در حوزه اقتصادي هم گر چه گام هايي برداشته اند، ليكن دغدغه اصلي شورا، امورات عمراني كه نمودي بيشتر نزد شهروندان دارند، بوده است.
