حاكميت قانون به عنوان زيربناي اصلي و اوليه تأمين حقوق شهروندي و اجراي آن به شمار مي‌رود. علاوه بر اين بايد اذعان كرد كه حاكميت قانون به عنوان يك اصل حقوقي در جهت تعديل قدرت حاكمان و پاسخگويي آن‌ها در برابر شهروندان به كار مي‌رود. به همين جهت نيازمند بررسي جامع و مستقلي هستيم كه در اثر آن بتوان به مباني مهم تأثير حاكميت قانون در تأمين حقوق شهروندي دست يافت. در همين راستا در اين مقاله به دنبال پاسخگويي به اين سؤال هستيم كه چگونه مي‌توان با حاكميت قانون رعايت حقوق شهروندي را از طرف نظام قانونگذاري و طبقه حاكمه تضمين كرد كه به نظر مي‌رسد وضع قانون مناسب و اعتقاد شهروندان به اجراي آن مي‌تواند حاكميت قانون را ابزاري جهت تأمين حقوق شهروندي گرداند. در اين مقاله از شيوه تحليلي و توصيفي جهت گردآوري مطالب و نگارش آن استفاده كرده‌ايم كه اين موارد در راستاي تحقق و هدف اين پژوهش كه كشف رابطه‌اي ميان حقوق شهروندي و حاكميت قانون مي‌باشد، صورت پذيرفته است.

The rule of law is considered as the basic and primary basis for the provision of citizenship rights and its implementation. Additionally, it should be acknowledged that the rule of law is used as a legal principle in order to moderate the power of the rulers and their accountability to the citizens. For this reason, we need a comprehensive and independent review that could provide the basis for the impact of the rule of law in the provision of citizenship rights. In this regard, this article seeks to answer the question of how to ensure that the rule of law enshrines citizenship rights by the legislature and the ruling class, which seems to suggest that the proper law and the belief of citizens in its implementation can serve as a tool for the rule of law. To secure citizenship rights. In this article, we have used an analytical and descriptive method to compile and write it, which is in line with the purpose of this research, which is to discover the relationship between civil rights and the rule of law.
