CELAC; Opportunities and Challenges Ahead

اتحادﻳﺔ كشورهاي آمريكاي لاتين و كارائيب (سلاك) بزرگ‌ترين و جديدترين اتحاديه در ميان كشورهاي آمريكاي لاتين است. اين اتحاديه كه با حضور ﻫﻤﺔ كشورهاي قارة آمريكا به ‌جز ايالات متحده و كانادا تشكيل شده، زمينه‌ساز ايجاد همكاري‌هاي گستردة سياسي و اقتصادي در منطقه شده است و به‌ عنوان عنصري تأثيرگذار در تحولات سياسي و بين‌المللي مورد توجه تحليلگران سياسي قرار گرفته است. در حال حاضر 33 كشور با جمعيت بيش از 573 ميليون نفر و وسعتي حدود 20 ميليون كيلومترمربع عضو سلاك‌اند. رهبران آمريكاي لاتين تشكيل سلاك را گامي عملي براي تحقق آرزوي سيمون بوليوار در راستاي ايجاد اتحاد ميان كشورهاي آمريكاي لاتين، مبارزه با قدرت‌طلبي و دخالت آمريكا در منطقه، خروج آمريكاي لاتين از وضعيت حياط‌خلوتي آمريكا، ايجاد صداي مشترك جديدي در عرصة بين‌الملل و ايجاد جهاني عادلانه‌‌تر در جهت منافع بشر مي‌دانند. در پژوهش حاضر، فرصت‌ها و چالش‌هاي پيش روي اتحادية جديدالتأسيس سلاك براي تبديل شدن به قطبي تأثيرگذار در عرصة بين‌المللي بررسي و تحليل شده است.

The Community of Latin American and Caribbean States, CELAC, is among the biggest Latin American unio‎ns in the region. This unio‎n, which includes the American countries except for the United States and Canada, has been created to create the vast grounds of political and economical cooperation in the region. CELAC has been considered by political analysts as an influential factor in political and international developments. Currently, 33 countries with a population of more than 573 million people and an area of more than 20 million kilometers are part of CELAC. The leaders of Latin American countries created CELAC as a practical solution, in line with the wishes of Simon Bolivar to create unity among Latin American Countries, and show resistance against power seeking and foreign interference in the area. The unio‎n aims to free Latin America from the solitude life of America, create a united voice in the international arena, and create a more just global human rights situation. The aim of this study is to examine the opportunities and challenges that lie ahead for the newly established unio‎n, CELAC, and to analyze its impacts on the international community.
