بررسي علل و عوامل مؤثر در ساخت و سازهاي غير مجاز (مطالعه موردي شهر قزوين)

An Investigation on factors and effective causes on unauthorized constructions (Case study: Qazvin city)

كنترل ساخت و سازهاي شهري جهت توسعه متوازن و بهينه شهر و به طور عمده از طريق ضوابط و مقررات ساخت و ساز شهري صورت مي‌گيرد. عدم اجراي بسياري از ضوابط و احكام مذكور، مديريت شهري را به اقدامات گوناگون نظير كنترل مستمر ساخت و سازها، تعيين ضمانت‌هاي اجرايي قانوني براي رعايت ضوابط و مقررات و اخذ جريمه واداشته است. اما با وجود اقدامات كنترلي مديريت شهري و خصوصاً شهرداري قزوين كه مرجع قانوني اجراي ضوابط و مقررات ساختماني و نظارت بر ساخت و سازهاي شهري است، سالانه موارد قابل توجهي از تخلفات ساختماني در شهر قزوين گزارش مي‌گردد. داده‌هاي مورد نياز پژوهش حاضر به روش مطالعات كتابخانه و اسنادي جمع آوري شده است و براي توصيف و تفسير داده‌ها و اطلاعات اين پژوهش از آمار توصيفي و براي نمايش يافته‌ها از سيستم اطلاعات جغرافيايي و ابزار پرسشنامه استفاده شده است. اين تحقيق با هدف پي بردن به ماهيت تخلفات اقتصادي و نيز بررسي راهكارهاي مديريتي در شهر قزوين، پايه ريزي شده است تا ضمن تحليل روند تخلفات ساختماني و بازشناسي عوامل مؤثر بر آن، شناخت بهتري از وضع موجود حاصل گردد. روش مورد استفاده در اين تحقيق، مطالعه اسنادي، پيمايش (پرسشنامه و مصاحبه) و مشاهده ميداني است. يافته‌اي كه از پيمايش بدست آمد، نشان داده شد از ديدگاه هر دو جامعه تحقيق، ساخت و سازهاي غيرمجاز بر آشفتگي بافت شهري تاثيرگذار است. همچنين يافته‌هاي بدست آمده از راهكارهاي كاهش تخلفات ساختماني نشان مي‌دهد كه، كاهش تشريفات صدور پروانه 7.29 درصد، نظارت واحد كنترل شهرداري با 7.10 درصد، اعمال نظارت بيشتر ناظران ساختماني 6.95 درصد مهمترين راهكارهاي كاهش تخلفات ساختماني شناسايي شدند، در انتها نيز به ارائه راهكارهاي عملياتي در كنترل ساخت و سازهاي غيرمجاز با توجه به نظرات كارشناسان ارائه شده است.

Controlling urban construction for balanced and optimal city development and mainly be done through urban construction regulations.Failure to implement many of these rules and regulations has led urban management to various measures, such as continuous control of construction, establishing legal enforcement guarantees for compliance with regulations and fines. However, despite the control measures taken by the city administration, and in particular, the Qazvin municipality the legal authority is the implementation of construction regulations and supervision of urban construction. Every year, significant instances of construction violations are reported in Qazvin. The required data of the present study were collected through library studies and documentation. Descriptive statistics were used to describe and interpret the data and information. The results of this study were used to show the findings of the GIS and the questionnaire. This research was aimed at Understanding the nature of economic violations and considering management solutions in Qazvin is based on a better understanding of the status quo, while analyzing the trends of construction violations and recognizing the factors affecting it. The method used in this study is documentary study, survey (questionnaire and interview), and field observation. The results obtained from the survey show that both communities of research, unauthorized construction affect the urban texture disorder. Also, the findings of the ways of reducing violations of construction show that the reduction of licensing formalities by 7.29%, the control of the municipality control unit with 7.10%, the supervision of 6.95% of construction supervisors identified the most important ways of reducing violations of construction, finally, An operation is in place to control unauthorized construction according to expert opinions.
