آمايش سرزميني و اقتصاد مقاومتي: ارائه مدلي راهبردي براي مقاوم‌سازي فعاليت هاي اقتصادي

آمايش سرزميني يك راهكار و ابزار ارزشمند علمي است كه مي‌تواند به كارايي و كارآمدي برنامه‌هاي توسعه سياسي و اجتماعي و اقتصادي كشورها ياري رساند. كاركرد آمايش سرزميني آماده كردن و قابل ‌فهم كردن محيط براي سياست‌گذاران است. در ايران نيز بعد از مطرح شدن نظريه و راهبرد اقتصاد مقاومتي مي‌توان گفت هنوز مدلي علمي كه بتواند ارائه گر راهبردي علمي و در عين حال عملياتي براي اقدام و عمل باشد ارائه نشده است. هدف اين مقاله تحليل و بررسي نقش آمايش سرزميني در بسترسازي براي عملياتي كردن اهداف و اصول اقتصاد مقامتي در كشور است. سؤال اصلي مقاله اين است كه آمايش سرزميني چگونه مي‌تواند به پياده‌سازي و كارآمدي اصول و اهداف اقتصاد مقاومتي در جغرافياي سرزميني ايران ياري رساند؟ نتايج اين مقاله نشان مي‌دهد كه اقتصاد مقاومتي براي برنامه‌ريزي و اقدام و عمل نيازمند دو نوع آمايش است: آمايش سرزميني و آمايش فرهنگي. آمايش سرزميني محيط جغرافيايي كشور را از لحاظ توانمندي‌ها و نقاط قوت و ضعف و نيز آسيب‌ها براي برنامه‌ريزي شفاف و قابل ‌برنامه‌ريزي مي‌كند و آمايش فرهنگي نيز با شناسايي محيط فرهنگي كشور از جمله رفتارهاي فرهنگي مرتبط با كار و توليد و رفتار اقتصادي و نوع نگرش‌ها نسبت به فعاليت اقتصادي و كلاً رفتارهاي كلان و خرد اقتصادي خواهد توانست عناصر فرهنگي غير مقاوم را از يك طرف و عناصر كارا و داراي قابليت توسعه و پيشرفت را در سطح كلان و خرد و محلي شناسايي كند. با توجه به اين مقدمه در اين مقاله تلاش خواهد شد با استفاده از اسناد بالادستي و نيز مقالات علمي و پژوهشي به تحليل و تبيين نقش آمايش سرزميني در اقتصاد مقاومتي در راستاي ارائه مدلي راهبردي براي مقاوم‌سازي فعاليت­هاي اقتصادي در كشور بپردازيم.
