راهبرد پايدارسازي امنيت ملي جمهوري اسلامي ايران با بهره گيري از شاخص هاي اقتصاد مقاومتي

Strategy of stabilizing national security of the Islamic republic of Iran by utilizing resistance economic indicators

الگوواره هاي پايدارسازي امنيت ملّي در دوران معاصر آن‌چنان موسع شده كه اهميت پارادايم نظامي در آن كم‌رنگ‌تر از ساير جنبه ها گرديده و ابعاد ديگر، به‌ويژه بُعد اقتصادي و حتي فرهنگي امنيت ملّي، اهميت فزايندهاي يافته است. رهآورد مهمي كه انديشمندان مكتب مطالعات امنيتي كپنهاگ براي تمدن امروزي بشر به ارمغان آوردند، گسترش اين ايده بود كه در حوزۀ امنيت ملي و امنيت بين الملل توجه صرف به كاركرد نظامي تغيير نموده و جنبه هاي ديگر امنيت نيز بايد مورد توجه و مداقه قرار گيرد. بر مبناي همين جابجايي در رويكردهاي مولد امنيت است كه آمريكايي‌ها براي به مخاطره انداختن امنيت ملي جمهوري اسلامي ايران، لزوماً به دنبال رويارويي نظامي نيستند. به تعبير رهبر معظم انقلاب: «آمريكايي‌ها از درگيري مستقيم نظامي با ايران هراس دارند، و اتاق جنگ اقتصادي آنها با نظام جمهوري اسلامي ايران نيز، وزارت خزانه داري آمريكا است». بنابراين، توجه ويژه به موضوع اقتصاد مقاومتي به‌عنوان راهبرد مقاوم‌ساز امنيت ملّي ضروري بهنظر ميرسد. اقتصاد مقاومتي رويكردي براي مقابله با تحريم‌هاي اقتصادي و راهبردي براي مواقعي است كه صادرات و واردات يك كشور محدود شده باشد. در اين مقاله، ابتدا با بهره گيري از متون علمي و به روش كتابخانه‌اي و اسنادي به جمعآوري مطالب پرداخته شده، سپس براي بررسي و تكميل نتايج از روش پرسشنامۀ مقايسات زوجي AHP و تحليل سلسله مراتبي جهت وزن‌دهي و تعيين درجۀ اهميت هر يك از شاخص‌ها استفاده شد. براساس ديدگاه‌هاي مختلف و به‌منظور ارتقاي امنيت ملّي، شاخص‌هاي متفاوتي را به‌عنوان شاخصهاي اقتصاد مقاومتي ميتوان تعريف كرد، اما چهار شاخص اصلي و مهم احصا شده در اين پژوهش عبارتاند از: پالايش قوانين، اقدامات رسانهاي، اصلاح رويه ها، اصلاح بودجه و نظام اداري. نتايج نشان داد، شاخص اقدامات رسانه اي براي تبديل مسئلۀ اقتصاد مقاومتي به «گفتمان ملي» بالاترين وزن را در بين شاخص ها داشته است.

The Patterns of stabilizing national security have become so widespread in contemporary times that the importance of other paradigms has become less prominent and other dimensions, particularly the economic and even cultural dimension of national security, have become increasingly important. An important gift brought by scholars of the Copenhagen school of security studies for modern day civilization was the spread of the idea that in the national and international domain of security, merely emphasizing on military function is changed and other aspects of security should also be considered. It is on the basis of this shift in security productive approaches that the Americans do not necessarily seek military confrontation to jeopardize the Islamic republic of Iran's national security. As the Iran's supreme leader says "Americans are afraid of direct military conflict with Iran and their chamber of economic warfare with the system of the Islamic republic of Iran is the United States of America's Treasury department". Therefore, considering resistance economy as the empowering strategy of national security is necessary. Resistance economic is an approach to tackle economic sanctions and a strategy for times when a country's exports and imports are restricted. In this paper, firstly, scientific texts and library and documentary methods are utilized for data collection, then to evaluate and complete the results, analytic hierarchy process (AHP) questionnaire was used and also hierarchical analysis utilized for weighting and determining the importance degree of each of the indicators. According to different viewpoints and in order to improve national security, different indicators can be defined as indicators of resistance economy, but the four main and important indicators identified in this study are: law refinement, media measures, procedural reform, budget reform and administrative system. The results showed that the indicator of media measures had the highest weight among the indicators for transforming the resistance economy issue into "national discourse”.
