برنامه ريزي اكولوژيك خيابان به منظور ارائه راهبرد مناسب در مديريت شهري با استفاده از تكنيك AHP و SWOT (مطالعه موردي: خيابان آزادي كلان شهر تهران)

Ecological approaches in planning for sustainable streets (Case study: Azadi Street)

خيابان‌هاي واقع در كلان شهرها به منظور تسهيل عبور و مرور وسايل نقليه طراحي شده‌اند. با افزايش تعداد وسايل نقليه و ظرفيت محدود عبور و مرور سطح كيفي خيابان‌ها به شدت رو به كاهش است. ارتباط خيابان‌ها با محيط زيست و اجتماع فراموش شده است و شرايط نامطلوب و ناپايدار براي زندگي در خيابان و بافت اطراف بوجود آورده است. خيابان با برقراري مناسب تبادلات و ارتباطات كليدي، فضايي و اجتماعي شهر، مي‌تواند در حيات و سرزندگي فضاهاي شهري بيشترين نقش را داشته باشد. خيابان‌هاي اكولوژيك، با در نظر گرفتن نيازهاي اجتماعي، اقتصادي و زيست محيطي جامعه مورد نظر، سعي بر ايجاد زمينه‌ي حضور كليه افراد دارد. وجود معيارهاي خيابان‌هاي اكولوژيك، خيابان‌هاي همه شمول و خيابان‌هايي با كيفيت بصري و حسي و توسعه پايدار در شهر نيازمند طراحي خيابان اكولوژيك شهري است. هدف از ارائه اين مقاله در نظر گرفتن معيارهاي مؤثر در برنامه ريزي خيابان اكولوژيك است كه با مطالعات ميداني و اسناد كتابخانه‌اي و اينترنتي به دست آمده‌اند قوت‌ها، ضعف‌ها، فرصت‌ها و تهديدهاي خيابان آزادي را استخراج كرده و در نرم افزار Expert Choice آن‌ها را رتبه بندي نموده و در نهايت با استفاده از ماتريس SWOT آن‌ها را تحليل نموده و راهبرد تدافعي در برنامه ريزي خيابان آزادي بدست آمد. بنابراين استراتژي‌هاي تعيين شده موقعيت بحراني خيابان آزادي را از نظر اصول اكولوژيكي نشان مي‌دهند كه بايد در برنامه ريزي‌هاي شهري مورد توجه قرار گيرند.

The streets located in megalopolises have been designed for facilitating the traffic of vehicles. With the increase of the number of vehicles and the limited capacity of traffic, the qualitative level of streets is decreasing. The connection of streets with the community and environment has been neglected and unstable and undesirable conditions for living in street and its surrounding context have appeared. The street through making suitable, spatial and social communication and exchanges can play the most influential role in the existence of lively urban spaces. Ecologic streets through considering social, economic and environmental needs of the considered society, try to make all the people take part in the considered process. The existence of criteria like ecologic streets, comprehensive streets and streets with visual and sensory quality as well as sustainable development in city requires the process of designing urban and ecologic street. The aim of this study is to consider effective criteria in designing the ecologic street that are obtained by performing field studies and using library documents. The strengths, weaknesses, opportunities and threats of the Azadi Street have been extracted and ranked through using Expert Choice software. Finally, through using SWOT matrix such issues have been analyzed and the defensive approach in the process of programming the Azadi street street was obtained. Therefore, determined strategies show the crucial position of the Azadi street ecologically that should be considered in urban programming.
