بررسي سيكل هاي تجاري سياسي در شهرداري ها(مطالعه موردي استان خوزستان)

The Political Business Cycles In Municipalities : The case of Khouzestan State

امروزه مطالعة بخشهاي مختلف اقتصادي بخصوص با رويكرد سيكلهاي تجاري گسترش زيادي پيدا كرده است. رفتار اقتصادي دولتهاي مركزي و يا ايالتي قبل از برگزاري انتخابات از جمله موضوعاتي است كه تحت عنوان سيكلهاي تجاري سياسي مطالعه مي گردد. مطالعه بر رفتار دولتهاي محلي و يا شهرداريها نيز از جمله حوزه هايي است كه از دهه هشتاد آغاز شده است. هدف اين مطالعات بررسي رفتار شهرداريها قبل از انتخابات شوراي شهر به منظور اثر گذاري بر چينش آرا مي باشد. در اين مطالعه به بررسي و برآورد سيكل هاي تجاري سياسي با موضوع اثر انتخابات بر روي هزينه اي عمراني شهرداريهاي بيست شهر استان خوزستان با استفاده از الگوي ورپنل پرداخته شده است. بودجه شهرداريها و متغير دامي انتخابات به عنوان متغيرهاي مستقل و هزينه عمراني شهرداريها متغير وابسته اين الگو مي باشند. نتايج حاصل از برآورد الگو نشان مي دهد كه نميتوان با قطعيت وجود سيكلهاي تجاري سياسي را براي شهرداريها متصور بود.

Today, the study of various economic sectors, especially with the approach of business cycles, has expanded greatly. The economic behavior of central or state governments prior to the election is one of the topics that is being studied under the heading of "business political cycles." The study of the behavior of local governments or municipalities is one of the areas that began in the eighties. The purpose of these studies is to examine the behavior of municipalities before the city council elections in order to influence the composition of the votes. In this study, the study of commercial political cycles with regard to the effect of elections on the development costs of the twenty municipalities of Khuzestan province has been studied using the model of Varpenel. The municipal budget and the livelihoods of the elections as independent variables and municipal development costs are the dependent variable of this model. The results of the model estimation show that it is not possible to conclude that there are commercial political cycles for municipalities.
