بررسي امنيت سياسي از منظر برنامه‌ريزي منطقه‌اي دفاعي با استفاده از تحليل سلسله مراتبي

Investigation of political security from the perspective of regional defense planning using a hierarchical analysis

امنيت سياسي شامل رويكردهاي مختلف و متفاوتي مي­باشد كه اين موارد در مكان و زمان­ هاي گوناگون به شكل­ هاي متفاوتي نمايان مي‌شود. امنيت سياسي مشتمل بر حال فعلي تفكرات جاري بر اساس روابط سياسي شكل گرفته و تعريف مي‌شود. آمايش سرزمين بايد به شيوه­اي اجرا شود كه مشاركت اقشار مردم و نمايندگان سياسي آن‌ها را تضمين كند. الزامات تحقق طرح آمايش سرزمين در جهت توسعه بلندمدت كشور و مبتني بر اصول مصوب آمايش سرزمين مي­باشد كه شامل ملاحظات امنيتي و دفاعي، كارايي و بازدهي اقتصادي، وحدت و يكپارچگي سرزمين ايران، گسترش عدالت اجتماعي و تعادل­هاي منطقه­اي، حفاظت محيط زيست و احياء منابع طبيعي، حفظ هويت اسلامي، ايراني و حراست از ميراث فرهنگي، تسهيل و تنظيم روابط دروني و بيروني اقتصاد كشور، رفع محروميت‌ها، به­خصوص در مناطق روستايي كشور تنظيم شده است. پژوهش حاضر كاربردي مي­باشد و بر اساس ماهيت و روش از روش توصيفي – تحليلي استفاده شده است. ماهيت داده­هاي مورد استفاده كمّي است و شيوۀ گردآوري داده­ها و اطلاعات ميداني و اسنادي مي­باشد. چارچوب نگارش را مي‌توان بر پايۀ رابطۀ متقابل شاخص­هاي امنيت در بعد سياسي، جمع‌آوري اطلاعات از طريق مطالعات كتابخانه ­اي و تحقيقات ميداني (مصاحبه) و تهيۀ پرسشنامه صورت پذيرفته است كه براي تحليل داده­هاي اين قسمت از مدل تحليل سلسله مراتبي و تكنيك AHP استفاده شده است.سؤال پژوهش امنيت سياسي در استان سيستان و بلوچستان در چه وضعيتي مي­باشد و به تفكيك شهرستان­هاي استان وضعيت چگونه است؟ كه از اين رو، هدف پژوهش بررسي امنيت سياسي استان سيستان و بلوچستان در پهنه سرزميني، مي­باشد. بر اساس نتايج حاصله در حوزه امنيت سياسي شهرستان­هاي زابل، دلگان، نيمروز، زهك و مهرستان (زابلي) به ترتيب اولويت نسبت به ديگر شهرستان‌ها داراي امنيت سياسي بيشتري مي­باشند.

A region that has the power of political security can be a prerequisite for the development of balanced development in the region and the land. By increasing security and providing appropriate security solutions to the territory of the land, we can see the establishment and sustainability of maintaining the population and preventing demographic migration. The present research is based on the purpose of applied scientific research and based on the nature and method of the descriptive-analytical method has been used. The nature of the data used is small and is a way of collecting data and information from the field and documents. The writing framework can be based on the interrelationship between security indicators in the political dimension, information gathering through library studies and field research (interviewing), and the preparation of a questionnaire. For analysis of the data, this method has been used to analyze the AHP technique. Question of Political Security Political situation in Sistan and Baluchestan province in what condition and how is the province of the province? an‎d the overall objective: the achievement of sustainable security in the political dimension in Sistan and Baluchestan Province, is the minor objective: to examine the political security of the Sistan and Baluchestan province in the Territorial Territory. Based on the results obtained in the area of political security in Zabol, Dargan, Nimroz, Zahak and Mehrestan (Zabali), the priority is more secure than other cities.
