چكيده فارسي :
غافلگيري امنيتي بخش دفاعي ناشي از تهديدات دشمن و همچنين رفتارهاي پرخطر امنيتي ودجا و شبكه همكاران آن، مسئله اصلي اين پژوهش است. هدف اين پژوهش ارائه نظامي براي آينده‌پژوهي وزارت دفاع براي رفع اين مسئله است. ضعف در اين خصوص موجب تداوم غافلگيري و بروز خسارت‌هاي امنيتي از جمله ترور، افشاء اطلاعات، خرابكاري و غيره است.
به منظور دستيابي به نظام مورد نظر مجموعاً 63 نظام مختلف از جمله آينده‌پژوهي و نظام‌هاي رايج در مباحث حقوقي و همچنين مديريتي از ميان ادبيات علمي مرتبط مورد بررسي قرار گرفت و مبتني بر آن و همچنين مباحث امنيت در حوزه وزارت دفاع، چارچوب و الگوي مفهومي پژوهش استخراج شد. سپس از طريق انجام مصاحبه نيمه‌باز با 26 نفر از متخصصين، نتايج مورد سنجش قرار گرفت. افراد به روش غيرتصادفي، هدفمند و سهميه‌اي انتخاب شدند. اظهارات افراد پس از اشباع نظري، تحليل مضمون شد و 61 گزاره اصلاحي در قالب 10 مضمون فراگير، 32 مضمون سازمان دهنده و 128 مضمون پايه حاصل شد. دستاورد پژوهش، نظامي است كه سازوكار تمركز بر مراجع امنيت و بازيگران محيط امنيتي ودجا و آگاهي از آينده آن‌ها را فراهم مي‌آورد. نظام ارائه شده داراي ابعاد ورودي، عمليات، خروجي، محيط و اركان جهتساز و همچنين مؤلفه‌هايي شامل: سازماني، انساني، مراجع امنيت، محيطنگاري، فرآيندها، الزامات عمليات، نتايج، پيامدها، محيط زمينه‌اي و وظيفه‌اي و زيرساختي است كه مؤلفه‌هاي احصاء شده از طريق 35 جزء و 91 مصداق تبيين شده است.

Abstract The security amazement of the defense sector as a result of enemy threats, as well as high-risk behaviors, and the network of its colleagues, is the main issue of this study. The purpose of this study is to provide a military platform for the Department of Defense Future Studies to address the issue. The weakness in this regard results in continued neglect and security damage, including assassination, disclosure of information, vandalism, and so on. In order to achieve the desired system, a total of 63 different systems, including futures studies and common systems in legal issues as well as management among related scientific literature, were studied and based on it, as well as the security issues in the field of the Ministry of Defense, the framework and pattern The concept of research was extracted. The results were then evaluated through a semi-open interview with 26 specialists. Individuals were selected randomly, purposefully and by proportions. Individual remarks after theoretical saturation were analyzed and 61 corrective propositions were made in the form of 10 general themes, 32 organizing themes and 128 basic themes. A research achievement is a system that provides a mechanism for focusing on security authorities and actors in the security environment and on the awareness of their future. The proposed system has the dimensions of input, operation, output, environment and organizational components, as well as components including: organizational, human, security authorities, environment, processes, operational requirements, outcomes, outcomes, field and task environment and infrastructure. The components of the figure are explained through 35 components and 91 cases.
