Explaining the Factors Affecting the Command and Control System of the Non-Operating Defense Organization

امروزه فشار بر مردم به منظور گسست از حاكميت، سناريوي اصلي دشمن و حاكي از اهميت نقش مردم نسبت به ساير حوزه‍ هاست. اداره امور مردم در شرايط بحران و به حداقل رساندن آسيب پذيري‍ ها و تلفات(تسهيل مديريت بحران) از مهمترين اقدامات پدافند غيرعامل است كه اين مهم، با وجود يك نظام فرماندهي و كنترل منسجم، دست يافتني است. مهم‍ترين عملكرد فرماندهي و كنترل، واكنش به موقع در مقابل بحران‍ها، به حداقل رساندن و پيشگيري از خسارات سنگين مالي و تلفات انساني مي باشد. با توجه به تنوع حوزه‌هاي تهديدات و اقدامات متناسب پدافند غيرعامل، تهديدهايي كه عملا منجر به وقوع حوادث و سوانح مي‌گردد، بحران‌هايي را درپي خواهند داشت كه مديريت اين بحران‌ها به منظور كاهش آسيب پذيري‌ها و تداوم فعاليت‌هاي ضروي و ارتقاء پايداري ملي از اهميت خاصي برخوردار است. شناسايي عوامل مؤثر بر نظام فرماندهي و كنترل پدافند غيرعامل يكي از گام­هاي مهم تدوين راهبردهاي آن است كه تا كنون بصورت علمي و مدون تبيين نگرديده است. در اين تحقيق با استفاده از روش توصيفي با جامعه آماري 15 نفري از صاحبنظران و استفاده از ابزار كتابخانه‌اي و پرسشنامه و مصاحبه با صاحبنظران و نرم افزار spss جهت تحليل داده‌ها استفاده شده و هدف آن تبيين عوامل موثر بر نظام مورد اشاره مبتني بر عناصر اصلي آن و پاسخ به سوال اصلي؛ عوامل مؤثر بر نظام فرماندهي و كنترل پدافند غيرعامل مبتني بر عناصر اصلي تشكيل دهنده آن كدامند، مي‌باشد. تعداد چهار سوال فرعي در خصوص عوامل مرتبط با عناصر مربوط به سوال اصلي نيز مطرح گرديده و در ادامه روند تحقيق اين عوامل در چهار بخش قوت، ضعف، فرصت، تهديد مبتني بر عوامل اصلي مورد نظر دسته‌بندي و در مجموع تعداد 14 مورد قوت، 17 مورد ضعف، 16 مورد تهديد و 25 مورد فرصت شناسايي و احصاء گرديد كه هر دسته از عوامل پاسخ يك سوال فرعي است.

Nowadays pressure on people in order to break of sovereignty is the main scenario of enemy witch presents the people role importance than other sections. So people's affaires handling in crisis circumstances and minimizing the vulnerabilities and casualties (crisis management Facilitating) is one of passive defense important actions that this will be achievable by existence of a unified and mighty command and control system. The main function of Command and control is on-time reaction against crisis, Minimizing and mitigation of heavy financial losses and human casualties.Due to expansion and diversity of threats' zones and the passive defense commensurate measures, Threats that are actually caused accidents have led to crisis that the management of this crisis in order to reduce vulnerabilities and continuity of essential activities and promotion of national stability is very important. Identify factors affecting the passive defense command and control system is one of the important strategies developing steps that have not been explained so far. Using of library tools and questionnaires(Likert spectrum) and interviews with 15 experts and SPSS software, the aim of this paper is to determine the factors influencing the respect system based on the main constituent elements and to answer the main question that : witch are these factors. 4 sub-questions about related factors to main questions' elements were also made and in the research trend, these factors have been stated in two section of internal and external environment; based on respected main factors and totally 14 strengths, 17 weaknesses, 25 opportunities, 16 threats identified and extracted.
