تعيين ابعاد مؤثر در طراحي الگوي راهبردي سياستگذاري درحوزه فناوري و نوآوري دفاعي جمهوري اسلامي ايران

جهت دادن به چرخة فناوري و نوآوري دفاعي حتما بايد از طريق سياستگذاري، تحول و نوسازي نظام فناوري و نوآوري دفاعي باشد و اين كار نيازمند طراحي الگوي سياستگذاري است بنابراين اين تحقيق با هدف تبيين ابعاد مؤثر در طراحي الگوي راهبردي سياستگذاري در حوزۀ فناوري و نوآوري دفاعي ج.ا.ا.» دنبال شد و در همين راستا سؤال اصلي تحقيق يعني « ابعاد الگوي راهبردي سياستگذاري در حوزۀ فناوري و نوآوري دفاعي ج.ا.ا. كدامند؟» مطرح شده و اين پژوهش از لحاظ نوع، كاربردي- توسعه اي است؛ روش انجام اين تحقيق موردي زمينه اي است و جمع آوري اطلاعات از روش تحقيقات ميداني با استفاده ابزار پرسشنامه كه سوالات آن با استفاده از طيف ليكرت تهيه شده مي‌باشد. براساس يافته هاي تحقيق، ابعاد مؤثر در طراحي الگوي راهبردي سياستگذاري در حوزه فناوري و نوآوري دفاعي ج.ا.ا. عبارتند از: جهت گيري كلي سياستگذاري نوآوري وفناوري دفاعي، فرايند سياستگذاري فناوري و نوآوري دفاعي، ظرفيت و زيرساختهاي فناوري و نوآوري دفاعي، نيازمنديهاي فناورانه قدرت دفاعي مطلوب، اصول اقتصادي فناوري و نوآوري دفاعي، فرهنگ فناوري و نوآوري دفاعي و ارزيابي سياستهاي فناوري و نوآوري دفاعي.

Therefore, the main purpose of this research is "to explain the effective dimensions of designing the strategic Pattern of policy making in the field of defense technology and innovation." In this regard, the main question of the study is "What are the dimensions of the strategic Pattern of policy making in the field of defense technology and innovation" "This research in terms of type is applicable-developmental one and its the method of doing is a case study. The statistical population is composed of military experts who have an article, compilation or research project in relation to the subject of research and have at least 20 years of work experience in the subject area of ​​research and at least have a master's degree and collecting an‎d the completion of the research literature and the presentation of a conceptual model of research, a library study method, using all scientific and specialized books, scientific articles, and ... by vector scanning. Data gathering was done by field research using a researcher-made questionnaire and its questions were prepared by using the Likert spectrum. Based on the research findings , the effective dimensions of designing a roadmap for policy making in the field of defense technology and innovation are: the overall orientation of defense policy innovation and technology, the technology and defense innovation policy process, the capacity and infrastructure of defense technology and technology, the requirements of the technology of the desired defense power, the economic principles of technology and defense innovation, the culture of technology and defense innovation, Assessment of technology and defense innovation policies.
