ارزشيابي و پاسخ گويي در جهت تحقق اهداف و تعالي عملكرد نظام آموزش عالي، موضوعي كانوني در آموزش عالي است به طوري كه همه متخصصان نظام آموزش عالي، بر بهبود ساز وكارهاي ارزيابي آموزش عالي، تأكيد دارند. هدف پژوهش حاضر، معرفي و شرح مدل نوآورانه ارزيابي تلفيقي مبتني بر رويكرد سيستمي در آموزش عالي با تلفيق سه زير سيستم" اجتماعي"،" فني" و " مديريتي" جهت بهبود كيفيت آموزش عالي است كه با اهداف و ساختار سازماني موسسات آموزش عالي سازگار و همساز، باشد. روش پژوهش حاضر توصيفي - تحليلي مي باشد. پژوهش با بررسي منابع داخلي و خارجي موجود در اين زمينه، درصدد معرفي مدل توسعه يافته تحليل سيستم هاي كيفي و ارزيابي برنامه ها با استفاده از رويكرد مذكور است. مدل ارزيابي پيشنهادي، چشم انداز جديدي براي اجراي مؤثر و كارآمد رويكرد سيستمي و بهبود كيفيت در آموزش عالي، مهيا خواهد نمود
