چكيده فارسي :
با روي كار آمدن حزب عدالت و توسعه، سياست خارجي تركيه شكل جديدي به خود گرفت. به طوري كه قدرت نرم در نگاه سياستگذاران اين كشور، از جمله داووداغلو از اهميت ويژهاي برخوردار شد. در همين راستا و با پيشرفتهاي اقتصادي تركيه، اعطاي كمكهاي توسعه اي و بشردوستانه به بخش مهمي از اعمال نفوذ اين كشور در جهان تبديل شد. ضمن اينكه نبايد از نقش آفريني جامعه مدني تركيه كه از زمان روي كار آمدن حزب عدالت و توسعه بيش از پيش قدرت يافت، غافل شد. برهمين اساس، اين مقاله به دنبال تبيين سياست خارجي تركيه در دوران حزب عدالت و توسعه، براساس نظريه هانس مائول كه بر مفهوم نقش سياست خارجي مدني تمركز دارد، است و به بررسي ابزارها، اهداف و چگونگي اعمال قدرت مدني تركيه در آفريقا مي‌پردازد. سوال اصلي مقاله پيش رو اين است كه چه عناصري تشكيل دهنده قدرت مدني تركيه در آفريقا هستند؟ فرضيه اين است كه ايجاد جامعه دموكراتيك همراه با رفاه اقتصادي در داخل و ارائه آن به عنوان يك الگو در كشورهاي آفريقايي، در پيش گرفتن سياستهاي چندجانبه گرايانه وهمكاري جويانه در عرصه بينالملل و استفاده از ابزارهاي اقتصادي، ديپلماتيك، فرهنگي و مذهبي قدرت مدني تركيه در آفريقا را شكل ميدهند.

With the advent of the AKP, Turkish foreign policy took on a new form, the country's policymakers paid more attention to the soft power. Davutoglu and his Strategic Depth theory was of particular importance.In the same vein, and with the economic advancements of Turkey, development assistance and humanitarian assistance became an important part of Turkish instrument of influence in the world.Moreover, the role of the civil society of Turkey, which had become more powerful during the era of Justice and Development Party, should not be neglected.Therefore, the present study seeks to explain Turkey's foreign policy during the Justice and Development Party, based on the theory of Hans Maul, which focuses on the concept of the role of civilian foreign policyAnd explores the tools, goals, and how to apply Turkish civilian power in Africa.The main question here is what are the elements that make up Turkey's civilian power in Africa? Our hypothesis is that the creation of a democratic society with the economic well-being inside and presenting it as a model in African countries, taking multilateral and cooperative policies in the international arena and using economic instruments , Diplomatic, cultural and religious forms of Turkish civilian power in Africa.
