EU Human Rights Policy: A Comparative Study Involving the Islamic Republic of Iran and Saudi Arabia

اتحاديه اروپا در برگيرنده كشورهايي است كه داراي اصول،ارزش ها،هنجارها و فرهنگ مشترك هستند.به گونه اي كه در سياست مشترك خارجي و امنيتي اين اتحاديه اصولي مانند: دموكراسي،حقوق بشر،مردم سالاري،حاكميت قانون مطرح مي باشد و يكي از شرايط اصلي عضويت در اتحاديه اروپا تاكيد بر موارد نامبرده است.اهميت اين اصول تا اندازه اي است كه اتحاديه اروپا در برقراري رابطه با كشورهاي ديگردر زمينه هاي مختلف بر اين اصول تاكيد كرده است.براي مثال، در موافقتنامه هاي منعقد شده بين اتحاديه اروپا و كشورهاي ديگر بندي به نام حقوق بشر مطرح مي گردد. اين امر به اين معناست كه اتحاديه اروپا برقراري رابطه با كشورهاي ديگر را مشروط به رعايت حقوق بشر توسط آن كشورها كرده است. برغم تاكيد اين اتحاديه بر رعايت حقوق بشر و معرفي حقوق بشر به عنوان مبناي ايدئولوژيك اين اتحاديه و تاكيد بر عوامل حقوق بشري چون دموكراسي، حقوق بشر، حاكميت قانون و مردم سالاري، رفتار اين اتحاديه در عمل مغاير بوده به گونه اي كه داراي رفتار متعارض و دوگانه در رابطه با نقض موارد حقوق بشر در قبال كشورهاي مورد بررسي(جمهوري اسلامي ايران،عربستان سعودي) بوده است.سوالي كه در اين مقاله مطرح شده اين است كه سياست حقوق بشري اتحاديه اروپا در قبال جمهوري اسلامي ايران و عربستان سعودي چگونه است؟پاسخي كه به عنوان فرضيه مطرح مي گردد اين است كه سياست حقوق بشري اتحاديه اروپا به دليل روابط سياسي،تجاري- اقتصادي متفاوت با كشورهاي نامبرده به صورت متعارض و دوگانه است.اين مقاله در تلاش است به شيوه اي تطبيقي نقض استانداردهاي حقوق بشري مورد نظر و تعريف شده، از سوي اتحاديه اروپا در قبال جمهوري اسلامي ايران و عربستان سعودي را تحليل و تاثير رفتار آن بر سياست خارجي اين اتحاديه در قبال آنها را بررسي نمايد.

The European unio‎n's member countries share common principles, values, norms and culture. Therefore, the EU's common foreign and security policy is based on principles such as democracy, human rights, democracy, and the rule of law; also one of the main conditions for membership in the European unio‎n is to comply with these principles. These principles are so important that the European unio‎n emphasizes on binding them in its relations with other countries in various fields. For example, in the agreements concluded between the European unio‎n and other countries, a clause related to human rights is incorporated. This means that the EU has conditioned its relations with other countries on respecting human rights. Despite the European unio‎n's emphasis on respecting human rights, its behavior has been in practice incoherent and contradictory on the subject of human rights violations towards different countries; in this regard, the best example is EU's stances towards the Islamic Republic of Iran and Saudi Arabia on that matter. The main question that this research intends to answer is: What is the EU's human rights policy towards the Islamic Republic of Iran and Saudi Arabia? The answer given as the hypothesis is that: The European unio‎n's human rights policy influenced by political, commercial and economic factors has been contradictory and discriminative towards these two countries..
