چكيده فارسي :
موضوعات امنيتي در سال‌هاي پس از جنگ سرد تحت تأثير نهاد گرايي راهبردي قرار گرفته است. هرگونه تحول در ابزار هاي امنيتي تأثير خود را بر فرايند ها و ساز و كار هاي كنش بازيگران در محيط داخلي، منطقه اي و بين‌المللي به جا مي‌گذارد. در سال هاي پس از جنگ سرد نشانه هايي از چند جانبه گرايي بين المللي ظهور يافته است كه در الگوي كنش دولت ها، نهاد هاي امنيتي و پليس به چشم ميخورد. پليس بين الملل نيز در شرايط چند جانبه گرايي امنيتي تلاش دارد وظايف و اهداف خود را براي احساس امنيت و همچنين ايجاد زمينه هاي اجتماعي كنش بدون خشونت سازماندهي كند. در عصر نهاد گرايي و چند جانبه گرايي بين المللي مهم ترين دغدغه نهاد ها و سازمان هاي بين المللي از جمله پليس بين الملل آن است كه زمينه هاي لازم را براي چند جانبه گرايي امنيتي به وجود آورد. اگرچه اينترپل در زمره سازمان هاي پليسي با اهداف امنيت ساز در سطح بين المللي محسوب مي‌شود، نهاد هاي بين المللي فراگير به ويژه شوراي اجتماعي و اقتصادي سازمان ملل تلاش دارند كميته هايي براي كنترل ساز و كار هاي اجرايي گروه هاي تبهكار و مافيا به وجود آورند. هدف اصلي آن است كه امنيت سازي ماهيت پيشگيرانه داشته باشد؛ يعني زمينه هاي اجتماعي و سازماني كنترل جرايم بين المللي به عنوان محور اصلي برنامه ريزي امنيت اجتماعي مورد توجه كشور ها و نهاد هاي بين المللي امنيتي از جمله اينترپل قرار گيرد. در اين مقاله از رهيافت «نهاد گرايي بين المللي» براي تبيين امنيت پيشگيرانه در فضاي چند جانبه گرايي بين المللي استفاده مي‌شود. در اين فرايند، پليس داراي نقش اجتماعي بوده و در نتيجه لازم است زمينه هاي كنترل اجتماعي در چارچوب امنيت پيشگيرانه و از طريق چند جانبه گرايي بين المللي در دستور كار قرار گيرد. مفروض مقاله آن است كه در سال هاي پس از جنگ سرد، جرايم سازمان يافته و نيرو هاي گريز از مركز زمينه شكل گيري جرايم سازمان يافته و نيرو هاي گريز از مركز در حوزه هاي مختلف جغرافيايي را اجتناب ناپذير كرده است. سؤال اصلي مقاله بر اين موضوع تأكيد دارد كه «در سال هاي پس از جنگ سرد، مقابله با تهديد ها و جرايم امنيتي در چه فرايندي انجام مي‌گيرد؟». طبق فرضيه مقاله «در فضاي چند جانبه گرايي بين المللي در سال هاي پس از جنگ سرد، جرايم امنيتي را مي‌توان در قالب امنيت پيشگيرانه كنترل كرد». در اين مقاله، چند جانبه گرايي بين المللي متغير وابسته و امنيت پيشگيرانه متغير مستقل تلقي مي‌شود.

Security subjects in the years after the Cold War had been influenced by strategic institutionalism. All changes in security tools shall be affected on processes and mechanisms of principal agents actions in the domestic, regional and international environment. In the years after the Cold War, was emerged the traces of international multilateralism that its signs can be found in the pattern of governments action, security agencies and police. International police, too, in this security multilateralism conditions has attempted to organized its tasks and aims along with creating the sense of security and so, social grounds of action without violence. In the age of international institutionalism and multilateralism, the main trouble of international institutions and organizations is to create necessary grounds for security’s multilateralism. Although Interpol is placed among police organizations, with security-making purposes on the international level, but widespread international institutions, especially the UN Economic and Social Council is trying to create committees in order to control the enforcement mechanisms of criminal gangs and mafia. The main object is that security-making to be have a preventive nature, means that social and organizational fields of international crime control as a main axis for social security planning, to be considered by countries and international security institutions including Interpol. In the study, for explaining of preventive security in the international multilateralism environment, will be utilized of “international institutionalism” approach. In this process, the police have a social role and therefore, it is necessary, social control grounds in preventive security framework and through international multilateralism be placed on the agenda. The main assumption of this essay is that in the years after the Cold War, organized crimes and centrifugal forces have made inevitable the ground of organized crimes formation and centrifugal forces in different geographic areas. The main question, here, is emphasis on this point: “in the years after the Cold War, counteraction against security threats and crimes, in what process carried out. In this article, international multilateralism as the dependent variable and preventive security is considered as independent variables.
