The study of new mechanism of public diplomacy based on the Joseph Nye's Soft Power theory

در عصر حاضر، ديپلماسي عمومي به‌ عنوان يكي از كارآمدترين ابزارهاي قدرت نرم براي اثرگذاري بر كنش‌هاي بازيگران بين‌المللي، از سوي برخي كشورهاي قدرتمند در عرصه سياسي مورد استفاده قرارگرفته است، اما با پيشرفت تكنولوژي و گسترش ارتباطات، ديپلماسي عمومي نيز ساز و كار نويني را براي تحقق اهداف خود به كار گرفته است. مقاله حاضر بر آن است كه با بررسي نظريه جوزف ناي پيرامون قدرت نرم و ديپلماسي عمومي، جايگاه اين رويكرد را در تعيين ساز و كار نوين ديپلماسي عمومي مورد بررسي قرار دهد؛ بنابراين، نويسندگان در اين مقاله با استفاده از روش علمي و رويكرد توصيفي-تحليلي به دنبال پاسخ اين پرسش هستند كه ديدگاه جوزف ناي در تبيين نظريه قدرت نرم چه تاثيري بر تعيين ساز و كار كنوني ديپلماسي عمومي در جهان داشته است. در پاسخ به اين پرسش، يافته‌هاي تحقيق حاكي از آن است كه جوزف ناي در خلال نظريه قدرت نرم به ديپلماسي عمومي به‌ عنوان يكي از مهم‌ترين شيوه‌هاي قدرت نرم توجه بسيار دارد و براي آن سه مولفه اساسي را بيان مي‌كند كه شامل ارتباطات روزانه با مردم، ارتباطات استراتژيك موضوعي و گسترش روابط بلند مدت با افراد كليدي در كشورهاي هدف مي‌شود؛ كه اين سه مولفه امروزه به سه محور اساسي ساز و كار نوين ديپلماسي عمومي تحت عنوان مديريت پيام، برقراري ارتباطات راهبردي و تثبيت روابط پايدار تبديل شده است.

At the present era, public diplomacy as one of the most efficient tools of soft power in order to influence on international actor's acts, employed by some powerful states in politics. But with the advancement of technology and expansion of communications, public diplomacy employed new mechanism to achieving its goals. In this article, by study of Joseph Nye's soft power theory and his comments about public diplomacy, we intend to study the impacts of Nye's theory on new mechanism of public diplomacy. Thus, Authors in this article by means of scientific method and descriptive-analytical approach, are looking for answer of this question that what is the impact of Nye's approach about soft power on determination of present public diplomacy mechanism? According to the research findings, Joseph Nye in his books and papers about soft power,has specific attention to public diplomacy and illustrates three fundamental components about implementation of public diplomacy which include daily communications with peoples, strategic communications, and long-term relations with key persons in target country. Nowadays, these three fundamental components are known as news management, strategic communications and consolidation of long-term relations.
