نگاهي ميان‌رشته‌اي به برنامه‌ريزي استراتژيك آموزش عالي با محوريت برنامه درسي

An Interdisciplinary Approach to Higher Education Strategic Planning based on Curriculum

اين پژوهش با هدف بررسي برنامه‌ ريزي استراتژيك و فرايندهاي آن در آموزش عالي با تمركز بر برنامه‌ هاي درسي آموزش عالي به‌صورت ميان‌رشته‌اي اجرا شد. در اين رابطه با رويكرد توصيفي – تحليلي و بر اساس پژوهش‌هاي انجام گرفته در اين زمينه و تعمق بر مفاهيم و متون علمي، با هدف جهت‌دهي به پژوهش ‌هاي آينده، چهارچوب مفهومي ارائه شد. با توجه به ماهيت كيفي پژوهش، داده‌ ها در اين روش به‌صورت باز و با استفاده از روش فرايند چرخه‌اي تحليل گردآوري شد. نتايج به دست آمده نشان داد چرخه ترسيمي برنامه‌ ريزي استراتژيك برنامه درسي‌محور به‌طور مستمر به‌گونه‌اي متعامل از مطلوبيت راهبردي، تحليل راهبردي و راه‌يابي راهبردي در عرصه محيط آموزش عالي و در سطحي گسترده‌ تر، محيط كلان در ابعاد و عناصر مختلف مورد توجه است. به عبارتي، توجه به برنامه ‌هاي درسي آموزش عالي بر اساس پويايي‌ هاي محيطي و با ترسيم ماموريت و چشم‌انداز مناسب، ضمن توجه به تهديدها و فرصت‌هاي پيش رو ضرورت برنامه ‌ريزي مناسب براي اجراي استراتژي مورد نظر را محقق مي‌كند. تحقق چنين مهمي، پاسخگويي متناسب با مقتضيات محيطي، خلق و توسعه دانش، انسجام و رشد مناسب در جهت اثربخشي برنامه‌هاي درسي متناسب با پويايي‌ ها و قابليت ‌هاي محيطي را فراهم مي‌ سازد.

This research attempted to investigate the strategic planning and its processes in higher education, focusing on higher education curricula in the format of interdisciplinary fields. In this regard, a descriptive-analytical approach was adopted in order to examine the researches carried out in this field, consider scientific concepts and texts, orient future researches and provide a conceptual framework therein. Given the qualitative nature of the research, it was tried to collect data openly through Analytic Network Process. The results showed that the curriculum-based strategic planning cycle was continually and interactively intermingled with the strategic desirability, strategic analysis and strategic orientation in higher education and in macro environment in different dimensions and elements at a wider level. In other words, paying due attention to curricula in higher education in terms of environmental dynamics through mapping appropriate mission and prospect paves the way for addressing the threats and opportunities ahead and provides the necessary planning requirements for the implementation of the desired strategy. The realization of such an important issue leads to accountability tailored to the environmental requirements, creation and development of knowledge, coherence and proper development of the effectiveness of curricula appropriate to the environmental dynamics and capabilities.
