چكيده فارسي :
در چند سده اخير و با رشد پرشتاب صنعت و فناوري در جهان، توسعه روستايي به عنوان يكي از ابعاد مهم توسعه ملي بيش از گذشته داراي اهميت روز افزوني بوده است و لزوم نگرش نظام مند و پايدار به توسعه روستايي، فرآيند ارزشيابي پروژه ها و برنامه ها را امري مهم و كاملا بنيادي جلوه مي دهد. ارزشيابي قلب مديريت پيامدگرا است. ارزشيابي پيامدگرا زماني به اهداف خود دست مي يابد كه اين فرايند در قالب چارچوبي نظام مند و جامع، با ارائه ابزارهايي صورت گيرد. لذا مقاله پيش رو با هدف معرفي ارزشيابي پيامدگرا و الزامات آن نگارش يافته است. پايش و مديريت پيامدگرا، مبين لزوم پاسخگويي به تغيير و تحولات محيط پيرامون و افزايش درك از نحوه سازگارسازي پروژه جهت افزايش احتمال دستيابي به پيامدهاي دلخواه است. آگاهي روزآمد از محدوديت هاي بيروني و دروني پروژه ها كمك خواهد كرد تا مديران و دست اندركاران امر برداشت واقع گرايان هاي از پيشرفت ها و تعديلات پروژه هاي توسعه روستايي داشته باشند. در اين مقاله سعي شده است تا مرور اجمالي بر مفاهيم ارزشيابي، رويكردهاي آن، جايگاه و اهميت ارزشيابي در پروژه هاي توسعه روستايي، صورت گيرد.

Over the last few centuries and with the rapid growth of industry and technology across the world, rural development as an important aspect of national development, is more important than the past, and the need for a systematic and sustainable approach to rural development makes the process of evaluation of projects and programs be seen as an important and thoroughly fundamental matter. Evaluation is like the heart of the impact management. Impact evaluation achieves its goals when this process is made within a systematic and comprehensive framework, with tools provided. Therefore, the purpose of putting this research in writing is to introduce the impact evaluation and its requirements. Monitoring and impact managemet indicate the need to respond to changes and evolutions of the surrounding environments and increasing understanding of how to adapt the projects in order to increase the likelihood of achieving desired outcomes. Proactive management has specific limitations for each project. An updated awareness of external and internal constraints of the projects will help the managers and practitioners have realistic perceptions of improvements and adjustments of the rural development projects. In this paper, we have tried to provide a brief review on the concepts of evaluation and its approaches, and the place and the importance of evaluation in the rural development projects.
