شناسايي مصاديق نافرماني مدني در جنبش‌هاي اجتماعي معاصر ايران (1357-1269 ه.ش)

Identifying instances of civil disobedience in the context of contemporary Iran’s social movements

نافرماني مدني مفهومي چندسويه و پيچيده در علوم سياسي است. ويژگي‌هايي چون اعتراض سياسي، عمومي و آگاهانه بودن، نقض قانون و عدم خشونت براساس تعاريف دانشوران به‌عنوان ويژگي‌هاي عام وكلي نافرماني مدني شناسايي شده است. آنچه در خصوص مفهوم نافرماني مدني و در بررسي آن در حوزۀ جنبش‌هاي اجتماعي حائز اهميت است، توجه به شيوه‌هاي اقدامي است كه نافرماني مدني به‌عنوان ماهيت آنها تلقي مي‌شود. هدف پژوهش حاضر، رديابي مفهوم نافرماني مدني در حوزۀ جنبش‌هاي اجتماعي ايران معاصر است. اين پژوهش براساس هدف توصيفي- اكتشافي تعريف شده و در آن از منابع اسنادي-كتابخانه‌اي براي گردآوري اطلاعات استفاده شده است. پژوهشگران به‌منظور پاسخ دادن به اين پرسش كه «مصاديق نافرماني مدني در جنبش‌هاي اجتماعي ايران معاصر كدام‌اند؟»­، به شناسايي «خزانۀ جنبش»هاي اجتماعي ايران معاصر مبادرت ورزيده‌اند. براساس يافته‌هاي پژوهش، شيوه‌هاي اقدام مؤثر به‌كارگرفته‌شده در خلال جنبش‌هاي اجتماعي ايران يعني تحريم، تحصن، اعتصاب و تظاهرات خياباني داراي ويژگي‌هاي نافرماني مدني عام يعني عمومي بودن، آگاهانه بودن، شكستن قانون و غيرخشونت‌آميز بودن، هستند. ضمن اينكه از اين ديدگاه، شيوۀ اقدام اعتصاب بيشترين تطابق را با مفهوم نافرماني مدني دارا بوده است.

Civil disobedience is a complicated and multi-dimensional concept in political sciences. Features like political protest, publicity and consciousness, law-violation, and non-violence have been identified, by scholars, as the general features of civil disobedience. What is significant about the concept of civil disobedience, when analysed in the context of social movements, is the focus on ways of action, of which civil disobedience is the essence. The following research aims at tracing the concept of civil disobedience in the context of contemporary Iran’s social movements. It is defined based on the descriptive-exploratory method, and uses documentary-library resources for data collection. The authors have set to identify Iran’s social “movement repertoire”, with the aim of answering the question, “what are the instances of civil disobedience in contemporary Iran’s social movements?” Based on the findings of this research, the ways of action that have been most effective with respect to Iran’s social movements, i.e. boycotting, sit-in, striking, and street-protesting, all have the features of consciousness, publicity, and non-violence, which are features of civil disobedience. Meanwhile, from this perspective, striking is the way of action with the most correspondence to the concept of civil disobedience.
