مطالعۀ تطبيقي ويژگي‌هاي پليس شايسته از منظر نيروي پليس و شهروندان

A Comparative Study of the Proper Characteristics of the Police from the Points of views of the Police and Citizens

زمينه و هدف: بهره‌ مندي از نيروي انساني شايسته يكي از مهم‌ ترين عوامل كليدي موفقيت در دست‌ يابي به اهداف سازماني است؛ اين امر براي نيروي انتظامي به دليل كاركرد خاصي كه در جامعه بر عهده دارد از اهميت خاصي برخوردار است. با توجه به اين‌كه توسعۀ شايستگي‌ هاي مورد نياز براي انجام مطلوب وظايف مورد نظر مستلزم شناخت وضع موجود شايستگي كاركنان است، بنابراين پيمايش شرايط موجود سازمان از منظر مخاطبان و كاركنان سازمان مي‌ تواند تصوير مطلوب‌ تري از واقعيت را براي سياست‌ گذاران ترسيم كند؛ بنابراين هدف پژوهش حاضر شناسايي، مقايسه تطبيقي و رتبه‌ بندي ويژگي‌ هاي پليس شايسته از منظر شهروندان و همچنين از منظر پليس است. روش‌ شناسي: پژوهش حاضر از حيث هدف در دسته پژوهش‌ هاي كاربردي قرار دارد و از حيث نحوه گردآوري داده‌ ها، پژوهشي توصيفي پيمايشي است. ابزار گردآوري داده‌ ها در اين پژوهش، شامل بررسي‌ هاي اسنادي و استفاده از پرسش‌ نامه است كه بين شهروندان و كاركنان نيروي انتظامي شهر تهران توزيع شده است كه 50 ويژگي پليس خوب را ارزيابي مي‌ كند. يافته‌ ها: نتايج حاصل از توزيع پرسش‌ نامه در بين 230 نفر از شهروندان نشان مي‌ دهد كه ويژگي‌ هايي از قبيل حفظ كرامت مردم، توانايي درك سختي‌ ها و رنج انسان‌ ها، وفاداري به قانون، علاقه به توسعه مهارت‌ هاي حرفه‌ اي و رعايت ادب و احترام در رو يا رويي با مردم بيشترين اهميت را داشته، در حالي‌كه نتايج تحليل 147 پرسش‌ نامه رتبه‌ بندي ويژگي‌ هاي پليس خوب از منظر نيروي پليس نشان مي‌ دهد كه عواملي همچون تعهد به شغل و سازمان، پاسخگو بودن نسبت به مسئوليت‌ ها، تسلط حرفه‌ اي بر نحوۀ انجام وظايف، توانايي درك موضوعات پيچيده و حفظ كرامت و عزت مردم از اهميت بيشتري برخوردار هستند. نتيجه‌ گيري: اولويت‌ بندي ابعاد چهارگانه شايستگي‌ هاي پليس خوب بيانگر تفاوت معنادار بين نظرات شهروندان و اعضاي نيروي پليس است؛ به‌ گونه‌ اي كه از منظر شهروندان به‌ ترتيب ويژگي‌ هاي مربوط به جامعه، سازمان، شخصيتي و شغلي و از منظر كاركنان، به‌ ترتيب ويژگي‌ هاي مربوط به سازمان، شغلي، جامعه و شخصيتي بيشترين اهميت را داشته‌ اند.

Background and Objective: Utilization of decent manpower is one of the key factors for success in achieving organizational goals; this is of particular importance to law enforcement due to its specific function in society. Considering that the development of the competencies required to perform the desired tasks necessitates the recognition of the current status of the employees' merit, scrutinizing the existing conditions of the organization from the perspective of the citizens and staff of the organization can draw a better picture of reality for policymakers; therefore, the purpose of the present study is to identify, to perform a comparative study and ranking of the characteristics of the police from the citizen's perspective as well as from the perspective of the police. Method: The present research is of an applied research and is a descriptive survey research in terms of collecting data. The data gathering tool in this research is a questionnaire distributed among citizens and police personnel in Tehran, which evaluates 50 good police features. Findings: The findings of the questionnaire distributed among 230 citizens show that the characteristics of maintaining people's dignity, the ability to understand the difficulties and suffering of humans, the loyalty to the law, the interest in developing professional skills, and observance of politeness and respect in dealing with people are of the utmost importance. While the results of an analysis of 147 questionnaires on the rating of good police characteristics from the police standpoint show that factors such as commitment to the job and organization, responsiveness to responsibilities, professional domination in the way of performing duties, ability to understand complex subjects and maintain dignity and dignity were found to be more important. Conclusion: Prioritizing the four dimensions of good police competencies indicates a significant difference between the views of citizens and police members, so that from the perspective of citizens, the characteristics of society, organization, personality, and occupation, and from the perspective of police, organization, occupation, society and personality have been the most important indices.
