ارزيابي عملكرد اقتصادي با رويكرد شيوه‌ خوشه‌بندي و مدل ويكور (مطالعه‌ موردي: هلدينگ صنعت آب و فاضلاب شهري)

سازمان‌ها در راستاي ارزيابي عملكرد، از تكنيك‌هاي متداول تجزيه و تحليل شاخص‌ها، پارامترهاي كمي و سليقه‌اي استفاده مي‌كنند، اگرچه اين نوع شيوه ­ها، اطلاعات مفيدي را فراهم مي‌آورند، اما به‌ دليل لحاظ نكردن تمام شاخص‌ها، تصوير جامعي از عملكرد به‌ دست نخواهد داد و نتيجه‌ها از اعتبار قطعي برخوردار نيست. شاخص‌هاي اقتصادي، حوزه‌هاي عملكردي متفاوتي را پوشش مي‌دهند، بنابراين استفاده از مدل‌هاي علمي براي ارزيابي عملكرد به ‌‌لحاظ درنظر گرفتن هم‌‌زمان شاخص‌ها در حوزه‌هاي مختلف، تاثير زيادي بر ارزيابي عملكرد، تبيين هدف‌گذاري سياست‌ها و تصميم‌گيري‌ها خواهد داشت. اين پژوهش در راستاي شناسايي عملكرد اقتصادي شركت‌هاي آب و فاضلاب بر پايه­ شاخص­هاي‌ اقتصادي و مدل­هاي علمي در راستاي تصميم ­گيري­ هاي مديريت بخشي و ارشد صنعت است. پس از انتخاب شاخص­ هاي بهينه­ ي اقتصادي و تعيين وزن آن‌ها با مدل آنتروپي شانون، با شيوه­ آماري خوشه­ بندي (رويكر سلسله ­اي)، عملكرد شركت­ هاي آب و فاضلاب شهري از منظر شاخص ­هاي اقتصادي به 4 گروه مستقل طبقه ­بندي ميشوند. در ادامه با مدل ويكور، عملكرد اقتصادي شركت­ هاي آب و فاضلاب در خوشه­ ها با هدف الگوبرداري و تبيين برنامه ­هايي براي بهبود و ارتقاي عملكرد اقتصادي و ... رتبه­ بندي ميشوند. نتايج پژوهش نشان از كارآمدي مدل­ هاي كمي در راستاي توليد اطلاعات قطعي با ضريب اطمينان بالا در راستاي مديريت راهبردي و به خصوص تصميم ­گيري براي برنامه ­ريزي و كنترل مديريت است.

In the context of evaluating performance organizations apply the conventional techniques of analyzing indicators and quantitative and biased parameters. Although these methods provide useful information, but due to exclusion of some indicators, no clear and thorough image of the performance is provided and the results often lack the definite validity. The economic indicators cover different sets of performance. Therefore, application of scientific models to evaluate performance will have a great impact on evaluations as well as on clarifying the targeted policies and decisions. This research was undertaken to identify the economic performance of Water and Wastewater Companies on the basis of economic indicators and scientific models and in the context of divisional and top management decision making in the sector. After selecting the efficient economic indicator and setting their weights by Shannon Entropy Model, the performance of urban Water and Wastewater Companies were classified in 4 independent groups from the point of view of economic indicators by applying the statistical clustering method (hierarchal approach). Then the economic performance of the Water and Wastewater Companies were graded in the clusters with the aim of modeling and specifying plans to improve and enhance them. The results underlined the efficiency of quantitative models in generating definite data with high degree of reliability for strategic management and in particular for making decisions on planning and management control.
