برآورد صرفه ‌هاي ناشي از مقياس و صرفه‌ هاي ناشي از ابعاد در دانشگاه‌ هاي دولتي ايران

Estimating the Economies of Scale and Scope of Iranian Public Universities

در اين پژوهش، با برآورد تابع هزينه 75 دانشگاه دولتي ايران وابسته به وزارت علوم، صرفه‌هاي اندازه و ابعاد اقتصادي دانشگاه‌هاي دولتي برآورد و تحليل مي گردد. به اين منظور، براي برآورد تابع هزينه دانشگاه‌ها از فرم تابع هزينه درجه دوم استفاده مي شود و مدل پژوهش با تكنيك داده‌هاي تابلويي تخمين زده ميشود. ﻧﺘﺎيﺞ بررسي نشان مي‌دهد كه صرفه‌هاي عام و خاص مقياس اقتصادي در دانشگاه‌هاي دولتي وجود ندارند و در متوسط آنها، شكاف معناداري با مقياس مطلوب اقتصادي وجود دارد. مقياس اقتصادي دانشگاه‌ها در مقاطع آموزشي متفاوت است و مقاطع مختلف بين 25/1 تا 2 برابر وضع موجود آنها هستند. با سياست رشد شتابان دانشگاه‌هاي جديد در دو دهه گذشته، دانشگاههاي بسياري با مقياس كوچك ايجاد شده‌اند كه هنوز ظرفيت زيادي براي گسترش كمّي و كيفي، و شكاف بسيار معناداري تا مقياس اقتصادي دارند. بررسي صرفه‌هاي ناشي از مقياس و صرفه‌هاي ناشي از ابعاد نشان مي‌دهد كه صرفه‌جويي ناشي از ابعاد در دانشگاه‌هاي دولتي ايران وجود دارد. از اين‌رو، مي‌توان نتيجه گرفت كه هزينه متوسط دانشگاه‌هاي غيرجامع، بالاتر از هزينه متوسط دانشگاه‌هاي جامع است. تحليل صرفه هاي ناشي از ابعاد(تنوع) نيز نشان مي دهد، صرفه جويي ناشي از تنوع در دانشگاه هاي دولتي ايران وجود دارد، از اين روي هزينه متوسط دانشگاه هاي غيرجامع و يا تخصصي بالاتر از هزينه متوسط دانشگاه هاي جامع است.

This study attempts to analyze the economies of scale and scope of Iranian public universities through estimating the cost function of 75 public universities. For this purpose, the quadratic cost function form is used to estimate the cost function of universities. Furthermore, the research model is estimated by using the panel data technique. The results show that there are no general and specific economies of scale in the studied universities. Moreover, there is a significant gap in the average scale of the studied universities with respect to a desirable economic scale. The economic scale of the universities is different in different degrees, and overall, the economic scale of different degrees are about 1.25 to 2 times their extant situation. Due to the growth policy of the new universities in the past two decades, many small-scale universities have been established that still have a considerable capacity for quantitative and qualitative development. Investigating the economies of scale and scope indicates the existence of economies of scale in Iranian public universities; Accordingly, it can be concluded that the average cost of non-comprehensive universities is higher than that of comprehensive universities. Hence, the integration of universities is strongly advised to achieve economies of scale.
