Ranking Factors Affecting E-Readiness in The Establishment of Electronic City

زمينه و هدف: امروزه دولت‌ها در تلاش‌ هستند با تكيه ‌بر فناوري‌هاي جديد اطلاعاتي روش خدمت‌ رساني را به‌گونه‌اي تغيير دهند كه رسالت پاسخ‌گويي به مردم را در كمترين زمان و هزينه و بهترين كيفيت به انجام رسانند. طراحي و استقرار شهر الكترونيكي با هدف تغيير الگوي خدمت‌رساني سنتي از جمله رويكردهاي نوين توسعه و كاربري فناوري اطلاعات است كه انتظار مي‌رود نقش قابل‌ توجهي در بهبود كيفيت زندگي ايجاد كند. در اين پژوهش هدف، شناسايي و رتبه‌بندي عوامل مؤثر بر آمادگي الكترونيكي شهرداري بيرجند در راستاي استقرار شهر الكترونيك است. روش‌شناسي: پژوهش حاضر از نظر هدف كاربردي و از نوع پيمايشي است. در اين راستا عوامل مؤثر بر آمادگي الكترونيكي با مرور ادبيات شناسايي و از طريق غربالگري انتخاب و با استفاده از روش ديمتل فازي ميزان تأثير عوامل بر يكديگر مشخص و در نهايت از تركيب ANP بر اساس (DEMATEL (DANP وزن هر يك از عوامل محاسبه و رتبه‌بندي شدند. يافته‌ها: تجزيه‌ و تحليل داده‌ها به روش ديمتل فازي نشان داد كه بعد «سياسي، حقوقي» تأثيرگذارترين معيار و بعد «زيرساختاري، فني» تأثيرپذيرترين معيار است و زيرمعيار «سازمان‌دهي مناسب بين ادارات و سازمان‌هاي مختلف در شهر» اولويت اول و پس ‌از آن «نرخ تعاملات شبكه‌اي بين شهرداري بيرجند و ساير سازمان‌ها» رتبه دوم را به‌خود اختصاص داده‌اند. نتيجه‌گيري: اين نتايج مي‌تواند به تصميم‌گيرندگان و سياست‌گذاران در برنامه‌ريزي براي ايجاد آمادگي الكترونيكي شهرداري براي استقرار شهر الكترونيك كمك كند.

Background and Objective: Governments are now struggling to rely on new information technologies to change the way they satisfy the needs of the people in the least time, cost, and quality. Designing and deploying an electronic city with the aim of changing the traditional service model is one of the new approaches to the development and use of information technology that is expected to play a significant role in improving quality of life. In this research, the aim is to identify and rank the factors affecting the electronic readiness of municipality of Birjand in order to establish an electronic city. Method: The present study is an applied and survey one. In this regard, the factors affecting e-readiness were identified through literature review and screening. Fuzzy DMF method was used to determine the effect of factors on each other and finally, the ANP composition based on DEMATEL (DANP) weight of each factor was calculated and ranked. Results: Data analysis showed that the political, legal dimension is the most effective criterion and the dimension infrastructure, technical is the most effect-prone criterion, and the sub-criterion proper organization between different departments and agencies in the city, ranked first and the rate of network interactions between municipality of Birjand and other organizations ranked second. Conclusion: These results can help decision makers and policymakers in planning to create electronic e-municipality for the establishment of an electronic city.
