چكيده فارسي :
زمينه و هدف: تمهيدات و فرايندهاي امنيتي در اماكن اجتماعي، ورزشي به‌خصوص ورزشگاه‌ها، جايگاه ويژه‌اي در برنامه‌ريزي برگزاري رويدادها و رقابت‌هاي بزرگ و بين‌المللي دارد؛ بر اين اساس هدف اصلي اين پژوهش مديريت انتظامي امنيت رويدادهاي ورزشي ايران و طراحي الگوي مناسب با تأكيد بر مسابقات است.
روش‌شناسي: اين پژوهش از نظر هدف كاربردي است و از نظر روش پژوهش، آميخته (كيفي وكمي) است. نمونه آماري را در مرحله كيفي (20نفر از نخبگان حوزه مديريت امنيت رويدادهاي ورزشي ايران) و در مرحله كمي، اساتيد دانشگاه، متخصصان، مربيان، بازيكنان، داوران و مدير عاملان باشگاه‌هاي فوتبال كشور به تعداد 338 تشكيل دادند.
يافته‌ها و نتيجه‌گيري: براساس نتايج پژوهش، شرايط علي (عوامل اثرگذار) مديريت امنيت رويدادهاي ورزشي ايران شامل شرايط فرهنگي، فيزيكي، اجتماعي، آموزشي و فناوري، پديده‌هاي علي شامل امنيتي- انتظامي، تعامل و ارتباطات سازماني و مديريت و برنامه‌ريزي و بسترها شامل زيست‌محيطي و روان‌شناختي و عوامل مداخله‌گر شامل قوانين و مقررات و سياست‌گذاري ورزشي است. هم‌چنين براساس نتايج پژوهش، عوامل اثرگذار بر مديريت انتظامي امنيت رويدادهاي ورزشي در ايران به‌ترتيب اولويت عبارتند از عوامل فيزيكي و زيرساخت‌ها، عوامل اجتماعي، آموزش، عوامل فرهنگي و فناوري‌ها.
چكيده لاتين :
Background and Objectives: Security measures and procedures in social places, sports, especially stadiums, have a special place in planning events and big and international competitions; on this basis, the main objective of this research is the management of the security of Iran's sporting events and the design of a suitable model with an emphasis on competitions.
Method: This research is an applied mixed methods research. The statistical sample was composed in the qualitative stage of 20 elites in the field of security management of Iran's sports events. At the quantitative stage, 338 university professors, specialists, coaches, players, referees and directors of the country's football clubs comprised the sample.
Findings and Conclusion: According to the results of this research, the causative conditions (effective factors) of security management of sporting events in Iran include cultural, physical, social, educational and technology conditions, causative phenomena including security-law enforcement, organizational interaction and communication, management and planning, and environmental, including environmental and psychological and interventional factors include sports rules and regulations. Also, based on the research results, factors affecting the security management of sporting events in Iran, are priorities of physical factors and infrastructure, social factors, education, cultural factors and technologies.
