Analyzing the Role of Participatory Approach in Management and Planning of Tehran City

بررسي سازو كارهاي برنامه ريزي و مديريت شهري در كشورهاي در حال توسعه اين نظام را در بكارگيري الگوي حكمروايي شهري آشكار مي سازد. در بيشتر اين كشورها، نظام برنامه ريزي و مديريت شهري به صورت متمركز است و نظارت و توسعه ي شهرها از طريق سازمان هاي دولتي در سطح محلي و ملي انجام مي پذيرد. با وجود مشكلات و موانع متعدد، تقويت حكومتهاي محلي و جذب مشاركت بخش هاي خصوصي عنصري حياتي محسوب مي شود. با ناتواني دولت در شهر تهران در پاسخگويي به نيازهاي گوناگون شهري و عدم انطباق اولويتهاي شهروندان با برنامه هاي ارائه شده و ضرورت مسئوليت پذيري بيشتر در اداره ي امور شهري، امروزه الگويي از اداره ي شهرها بر پايه نگرش نويني از حكمروايي شهري براي اين كشورها پيشنهاد شده كه نه تنها دولت بلكه جامعه ي مدني و بخش خصوصي را به مشاركت در اداره ي شهر فرا مي خواند. روش تحقيق در پژوهش حاظر توصيفي- تحليلي مي باشد و با استفاده از روش اسنادي و كتابخانه اي به جمع آوري اطلاعات پرداخته شده است جامعه آماري اين پژوهش شامل مديران شهرداري تهران مي باشد و با توجه به گستردگي جامعه آماري از روش نمونه گيري تصادفي چند مرحله اي استفاده شده و اطلاعات يدست آمده با استفاده روش تاپسيس تحليل شده است كه بر اساس نتيجه حاصل از آن معيار برقراري ارتباط بين مردم و طرح، كاهش هزينه و زمان اجراي طرح ها رتبه اول را به خود اختصاص داده است و ساير معيارها در رتبه هاي پايين تر قرار دارند.

Which calls not only the government, but also the civil society and the private sector to participate in the city administration. The research methodology is descriptive-analytic an‎d has been collecting information using documentary and library methods. The statistical population of this study is Tehran municipality managers Using multi-stage random sampling method, due to the wide range of statistical population an‎d the information provided has been analyzed using Tapsis method Based on the result of that measure of communication between people and the plan, the cost reduction and implementation time of the projects has ranked first. an‎d the other criteria are in the lower ranks.
