تحليل رويكرد مشاركت جويانه در ساماندهي بافت هاي فرسوده منطقه 12 شهر تهران

A collaborative approach analysis in organizing the worn out texture of the 12th district of Tehran

نوسازي بافت هاي فرسوده در ساليان گذشته به گونه اي عمل شده است كه گويا شهرداري بدون مشاركت مردم قصد نوسازي بافت هاي فرسوده، آن هم از طريق تملك محل هاي كسب و سكونت مردم را دارد و تنها حق قانوني مردم واگذاري خانه هاي خود به قيمت روز و كوچ اجباري از منطقه خود كه سالها بدان تعلق خاطر داشتند و را در آن جستجو مي كردند. منطقه 12 با توجه به فرسودگي بافت ها رو به زوال است. اگر تا چند سال آينده شهرداري با استفاده از مشاركت ساكنان و بر اساس طرح تفصيلي منطقه به ساماندهي بافت هاي فرسوده نپردازد بسياري از آثار و بناهاي تاريخي و همچنين بناهاي مسكوني تخريب مي شوند. هدف از اين پژوهش بررسي رويكرد مشاركت جويانه در ساماندهي بافت هاي فرسوده منطقه 12 شهر تهران است. پژوهش حاظر از نوع كاربردي توصيفي- تحليلي مي باشد و اطلاعات با استفاده از روش كتابخانه اي و ميداني جمع آوري شده است. جامعه آماري اين پژوهش شامل كارشناسان مي باشد و از روش نمونه گيري تصادفي چند مرحله اي استفاده شده است و اطلاعات يدست آمده با استفاده از روش تاپسيس، تحليل شده است و نتايج نشان مي­دهد كه معيار بي دوام و قديمي بودن ساختما نها و خطر تخريب در اثر زلزله با امتياز (0.735193) توانسته است رتبه اول را به خود اختصاص دهد و به منظور عملياتي نمودن رويكرد مشاركت جويانه در ساماندهي بافت هاي فرسوده مي توان از فرآيند همكاري پايدار به عنوان روشي جامع استفاده نمود.

The purpose of this research is to investigate the participatory approach in organizing the worn out tissues of the 12th district of Tehran. The research is descriptive-analytical and data collection is done using library and field method. The statistical population of this research includes experts. The multi-stage random sampling method has been used and the information has been analyzed using Tapsis method. an‎d the results show that the benign and old criteria of construction and the risk of earthquake damage (0.735193) have been able to rank first. In order to operationalize the participatory approach in organizing the worn out texture, the sustainable partnership process can be used as a comprehensive approach.
