بررسي و ارزيابي ديدگاههاي شهروندان و متخصصين درباره اولويتهاي مديريت شهري مطلوب در كلانشهر تهران

Review and evaluate the views of citizens and professionals about the priorities of desirable urban management in Tehran

برقراري زبان مشترك و درك متقابل ميان متخصصين و شهروندان درباره ماهيت و چگونگي نيل به شهري مطلوب، گام نخستين براي تحقق اين مهم محسوب ميشود. در اين پژوهش كه در زمره تحقيقات بنيادي و كاربردي دسته بندي ميشود، با بهره گيري از روش پيمايشي (پرسشنامه اي و مصاحبه) از شهروندان و نيز روش دلفي براي كسب آراء و نظرات متخصصين استفاده شده است. نتايج اين پژوهش حاكي از آن است كه شهروندان تهراني با وجود آنكه بر اهميت و ضرورت اصل مشاركت در مديريتِ شهر به خوبي واقف بوده و بر اين عقيده هستند كه مديريتِ شهر ميبايست در دست شهروندان و يا منتخبين آنها مانند شوراياريها باشد، اما به اين حال به چند علت نسبت به مشاركت جويي در مديريت شهر در شرايط كنوني كم تمايل هستند. پرهزينه بودن امر مشاركت در مديريتِ شهر در مقايسه با آثار و فوائد آن، بيتمايلي مسئولين و متوليان امور نسبت به استفاده از مشاركت شهروندان در مديريت شهر، درگيري با مسائل و مشكلات متعدد زندگي و نداشتن فرصت كافي، آشكار شدن جهتگيريهاي اعتقادي، مذهبي و سياسي فرد و فقدان سازوكارهاي مناسب براي جلب مشاركت شهروندان از مهمترين علل كم تمايلي شهروندان به مشاركت در مديريتِ شهر است. همچنين بايد گفت برخلاف تصور جامعه خصصي شهرسازي كشور مبني بر قرارگيري مشاركت شهروندان به عنوان مهمترين خواسته و مطالبه عمومي، مسئوليت پذيري، پاسخگويي و عدالت محوري مهمترين ويژگيهاي مديريت شهري مطلوب از ديد شهروندان تهراني است.

Establish a common language and understanding between professionals and citizens about nature and how to achieve the desired city, an important first step to realize this numerous. In this research that classified as a basic and applied research used a survey (questionnaire and interview) from citizens as well as the Delphi method to obtain opinions of experts. The results of this research indicated that tehranian citizens are aware of the necessity and importance of cooperation in city management and believe that the citizens or their representatives should take the responsibility of the city management. However, they are reluctant to participate in city management due to various reasons including: costly cooperation compared to its advantages, reluctancy of authorities, confliction with the numerous problems of life, not having enough time and the emergence of ideological, political and religious orientations. Finally, although experts consider citizen cooperation as the most important of public demands, we found in this research that, from viewpoint of tehranian citizens, responsibility, accountability and justice are the most important characteristics of preferable city management.
