شناسايي و تحليل عوامل موثر بر موفقيت برنامه ريزي استراتژيك درمديريت شهري با رويكرد نقشه شناختي فازي

Identifying and Analyzing the Factors Affecting the Strategic Planning success in Urban Management with the Fuzzy Cognitive Mapping Approach

مشكلات خاص شهر نشيني‌ بيش از پيش توجه به طرح ها و راهبردهاي را ضروري‌ ساخته است. در اين راستا طرح هاي‌ استراتژيك به عنوان طرح هاي‌ پويا و مشاركت مند در نظام برنامه ريزي‌ شهري‌ مطرح گرديده است.هدف از پژوهش حاضر ارائه مدل ارتباط عوامل موثر برموفقيت برنامه ريزي‌ استراتژيك در مديريت شهري‌ استان يزد مي‌ باشد.كه از حيث هدف كاربردي‌ بوده زيرا ، توسعه دانش كاربردي‌ و كاربرد عملي‌ آن در جهت حل يكي‌ از معضلات مديريت شهري‌ مدنظر مي‌‌باشد. اين پژوهش از بعد ميزان كنترل متغيرها توصيفي‌ و از جنبه گردآوري‌ داده‌ها پيما‌شي‌ است.حجم جامعه آماري‌ 140 نفر بوده.كه شامل شهرداران، اعضاي‌ شوراهاي‌ شهر،وكارشناسان دفتر امورشهري‌ استانداري‌ يزد بوده،نمونه اين پژوهش را 50 نفر تعيين شدند. ابزار پژوهش شامل يك پرسشنامه محقق ساخته كه شامل 44 عامل بود. روايي‌،صوري‌ و محتوايي‌ پرسشنامه به تاييد تعدادي‌ از اساتيد برنامه ريزي‌ استراتژيك رسيد.پس از جمع آوري‌ پرسشنامه ها. داده ها در دو بخش توصيفي‌ و استنباطي‌ و با استفاده از نرم افزار Eexsel و ّFcmapper و Pajek تجزيه و تحليل شد. در نهايت با ارائه مدل سيستمي‌ نحوه تأثير هر يك از عوامل شناسايي‌ شده بر روي‌ موفقيت برنامه ريزي‌ استراتژيك در مديريت شهري‌ بدست آمد. در اين پژوهش عامل تدوين استانداردها براي‌ تسهيل كنترل به عنوان عامل داراي‌ بيشترين مركزيت در بين ساير عوامل شناسايي‌ شد. سپس با استفاده از منطق سناريوسازي‌ در نقشه شناختي‌ فازي‌ به سناريوسازي‌ در مورد عامل دانش محوري‌ پرداخته شد. در ترسيم مسيرسناريوعامل اثرگذار و شروع كننده سناريو متغير فرهنگ سازي‌ شناسايي‌ شد.

Urbanization specific problems have made the plans and strategies more urgent. In this regard, strategic plans have been proposed as dynamic and participatory plans in the urban planning system. The purpose of this research is to present a model of the relationship between effective factors on the strategic planning success in urban management in Yazd province. This is a practical purpose because the development of applied knowledge and its practical application is considered in order to solve one of the problems of urban management. This research is about descriptive control of variables and from the aspect of data collection. The population of this study was 140 people. The sample of this study was 50 people. The research instrument consisted of a researcher-made questionnaire that included 44 factors. Validity, formality and content of the questionnaire were confirmed by a number of strategic planning professors. Data were analyzed using descriptive and inferential statistics. Finally, by presenting a systematic model, the effect of each identified factor on the success of strategic planning in urban management was obtained. In this research, the factor of standardization was identified as facilitator of control as the most central factor among other factors. Then, using scenario logic in the fuzzy cognitive map, the scenario was studied about the knowledge-based factor. Key Words: Strategic Planning, Urban Management, Fuzzy Cognitive Map, Scenario Writing
