آموزش طرح تحول نظام سلامت در دولت يازدهم به پزشكان، پرستاران و مردم

Education of Health System Evolution Plan to Doctors, Nurses, and People during the Eleventh Goverment

در سال هاي گذشته نظام سلامت كشور با مشكلات گوناگون همراه بوده است كه سبب بروز نارضايتي مردم و بخش هاي مختلف نظام سلامت شده بود . پس از روي كار آمدن دولت يازدهم ، وزارت بهداشت ،درمان و آموزش پزشكي ،طرح تحول نظام سلامت را تدوين نمود. اين طرح كه به دنبال محافظت مالي مردم در قبال هزينه هاي سلامت ،ارتقاي كيفيت و افزايش دسترسي به خدمات درماني است ، از 15 ارديبهشت سال 1393 در بيمارستان هاي دولتي سراسر كشور به اجرا در آمده است .پژوهش حاضر از لحاظ هدف كاربردي و از لحاظ روش توصيفي - مقطعي يا استفاده از ابزار پرسشنامه مي باشد. حامعه آماري شامل ذينفعان طرح تحول نظام سلامت (پزشكان، مردم، پرستاران) مي باشند. نتايج حاصل از تحليل داده ها در نرم افزار SPSS نشان داد كه ميزان مناسب بودن سنجش آگاهي پزشكان از طرح تحول نظام سلامت در ايران در رتبه اول با ميانگين رتبه اي 2.98 قرار داشت. همچنين ميزان مناسب بودن عملكرد سازمان هاي بيمه سلامت در همكاري بين بخشي با وزارت بهداشت درمان و آموزش پزشكي در اجراي اثر بخش طرح تحول نظام سلامت در رتبه چهلم با ميانگين رتبه اي 1.50 ا قرار داشت.در واقع ميزان مناسب بودن عملكرد سازمان هاي بيمه سلامت در همكاري بين بخشي با وزارت بهداشت درمان و آموزش پزشكي در اجراي اثر بخش طرح تحول نظام سلامت كمترين اهميت را داشته است.

Abstract: In recent years, the health system of the country has been accompanied by various problems that caused dissatisfaction among the people and the various sectors of the health system. After the eleventh government emerged, the Ministry of Health and Medical Education developed a Health System Evolution Plan. The plan, which seeks to protect peoples’ financial against health costs, improving quality and access to health care, it was implemented in govermental hospitals across the country in April 2014. The current research was applied in terms of descriptive-cross-sectional method and using the questionnaire tool. Hence, the statistical population included citizen stakeholders in the development of the health system (doctors, people, and nurses). Based on the results of the data analysis in SPSS software, study showed that the appropriateness of assessing the Iranian physicians' knowledge of the Health System Evolution Plan was in the first rank with the average score of 2.98. Moreover, the performance adequacy of the health insurance organizations in intergovernmental cooperation with the Ministry of Health and Medical Education in the implementation of the effectiveness of the Health System Evolution Plan was at 40th rank with an average of 1.50 points. In fact, it was indicatd that appropriatness of health insurance organizations’ performances in Inter-departmental collaboration with the Ministry of Health and Medical Education was considered as less importance for the implementation of the Health System Evolution Plan .
