مديريت شهري يك مفهوم فراگير است و هدف آن تقويت سازمان‌هاي دولتي و غيردولتي براي شناسايي برنامه‌ها و سياست‌هاي گوناگون و پياده‌سازي آن‌ها با نتايج بهينه است و اداره يك شهر بدون آن امكان‌پذير نيست. ولي امروزه، شهرها به‌خصوص كلان‌شهرها به دليل مسائل و مشكلات بي‌رويه باعث شده كه مديريت شهري سنتي كارآمدي خود را از دست بدهد و در اين راستا، مديريت يكپارچه شهري به‌عنوان‌ يك‌نهاد مديريتي‌ فراگير و درگير با موضوعات و پديده‌هاي‌ بسيار گسترده‌ و متنوع‌ شهر و شهرنشيني‌ ضروري‌ است‌ تا نهايتاً‌ دستيابي‌ به‌ توسعه‌ پايدار در شهر ميسر گردد. نوع تحقيق در اين پژوهش از نوع توصيفي-تحليلي بوده و در جمع‌آوري اطلاعات از مطالعات ميداني و كتابخانه‌اي استفاده‌شده است. همچنين براي تجزيه‌وتحليل يافته‌ها از مدل‌هاي تصميم­گيري چند معياره (ديماتل فازي و تاپسيس) استفاده‌شده است. يافته‌ها حاكي از آن است كه در بين معيارهاي اصلي تحقيق، ساختار ارتباطي با دارا بودن بيشترين ضريب وزني و اثرگذاري مستقيم با كسب امتياز 19.17 در جايگاه اول، شرايط قانوني سياست­گذاري با كسب امتياز (19.11)در جايگاه دوم و درنهايت ديدگاه‌ها و نگرش‌ها با كسب امتياز (19.00) در جايگاه سوم قرار دارند و اين عوامل مهم‌ترين عوامل تأثيرگذار در پياده‌سازي مديريت يكپارچه شهري در كلان‌شهر تهران مي‌باشد. همچنين زير معيارها بر اساس مدل تاپسيس منعكس‌كننده اين مطلب است كه همپوشاني وظايف سازماني در ارگان‌هاي مختلف مربوط به مديريت شهري، ضعف زيرساخت‌هاي اطلاعاتي براي مديريت يكپارچه شهري و ناشناخته ماندن نگرش يكپارچه در مديريت سطوح مختلف فضايي به ترتيب در جايگاه‌هاي اول تا سوم را ازنظر خبرگان، متخصصين كسب كرده و تأثير بيشتري بر پياده‌سازي مديريت يكپارچه شهري در كلان‌شهر دارند.

The findings show that among the main criteria for research, Communication structure with the highest weight factor and direct impact in first place with 19.17 points, Legal terms policymakers with a score (19.11) in second place and eventually attitude with a score (19.00) in third with and these factors are the most important factors in the implementation of integrated urban management in metropolitan Tehran. The following criteria are also based on TOPSIS reflects the fact that Organizational tasks overlap in various organs related to urban management, Weak information infrastructure for integrated urban management and Anonymous integrated approach in the management of different spatial levels First to third positions respectively in terms of experts, business professionals and Have a greater impact on the implementation of integrated urban management in the metropolis.
