بررسي كاركرد نهاد حسبه درعرصه پزشكي تمدن اسلامي (قرن سوم تا ششم هجري)

A Study of the Function of the Hesbeh Institution in the Medical Field of Islamic Civilization (3-6 Centuries AH)

نهاد حسبه يكي از مهمترين نهادهاي حكومت هاي مسلمان، براي نظارت بر جريان يافتن امور اجتماع در مسير تعاليم اسلامي بوده است. جلوگيري از منكرات و نظارت بر نحوه صحيح اجرا شدن قوانين در حرفه ها را مي توان از وظايف نهاد حسبه و فرد محتسب بيان كرد. از ديگر وظايف اين سازمان و فرد محتسب، نظارت بر كار پزشكان، دامپزشكان، چشم پزشكان و داروسازان بوده است. نهاد حسبه وظيفه داشت كفايت پزشكان را احراز نمايد و بر درستي عملكرد ايشان نظارت كند. اين پژوهش قصد دارد كه بيان كند سازمان حسبه از چه طريق و با چه ضوابطي پزشكان را مي آزمود و آن ها را ملزم به رعايت قوانين و اخلاق پزشكي مي كرد. اين نظارت توسط پزشكان متخصص در هر كدام از رشته ها انجام مي گرفت و آزموني جهت صلاحيت آن ها اعمال مي شد. سوگند نامه هاي طبيبان، مهم ترين روش براي آزمودن پزشكان بوده است.

One of the most important institutions of Muslim government was the Hesbeh institution to oversee the flow of social affairs in the course of Islamic teaching. Preventing misconduct and monitoring how laws are properly implemented in the professions can be described as the duties of Hesbeh institution and a mohtaseb. Other duties of this organization and a mohtaseb have been to oversee the work of physicians, veterinarians, ophthalmologists, and pharmacists. The Hesbeh institution had the task of verifying the adequacy of the physicians and monitoring their proper functioning. This study aims to determine how and by what principles the Hesbeh institution examined physicians' qualifications and obliged them to comply with the medical laws and ethics. This monitoring was performed by specialist physicians in each discipline and a test was performed to determine their competence. Doctor's oaths had been the most important way to test the doctors.
