بررسي نقش شهرباني در فراهم نمودن تعامل آمريكا و انگليس در ايران دوره پهلوي دوم (1320-1357)

The role of Municipality to provide US _ UK interaction in Iran during second Pahlavi (1320_1357)

پليس از نهادهاي ضروري هر كشور و ملتي هستند و هدف از تشكيل آن برقراري نظم و امنيت در داخل كشور و پيشگيري از نفوذ بيگانگان در كشور است، اما در دوره محمدرضاشاه، شهرباني در راستاي فراهم نمودن نفوذ انگلستان و آمريكا در ايران نقش ايفا كرد. شهرباني به عنوان يك سازمان ويژه در دوره پهلوي دوم مورد توجه قرار گرفت و تشكيلات آگاهي و اطلاعاتي آن همگام با آمريكا و انگليس در سركوب مخالفان سياسي رژيم مشاركتي فعال نمود. شهرباني را بايد از تشكيلات پليسي اطلاعاتي و امنيتي مهم برشمرد كه فعاليت هاي آن با سرويس هاي اطلاعاتي آمريكا و انگلستان در دوران پهلوي دوم در يك جهت بود. هدف اين پژوهش بررسي و تبيين نقش شهرباني در تعامل هاي امنيتي آمريكا و انگليس در ايران در دوره پهلوي دوم است. پرسش اصلي اين پژوهش اين است كه شهرباني چه نقشي در زمينه سازي تعامل و همكاري آمريكا و انگلستان در دوره پهلوي دوم داشته است؟ روش پژوهش، توصيفي-تحليلي است و ابزار تحقيق، بهره گيري از اسناد تاريخي و تجزيه وتحليل اطلاعات است. يافته هاي پژوهش نشان مي دهد كه شهرباني در راستاي حفاظت از منافع آمريكا و انگلستان، فراهم نمودن زمينه تعاملات بين آمريكا و انگلستان و حذف مخالفان در داخل كشور اقدام نمود كه مهم ترين نتيجه آن كودتا عليه دكتر مصدق در 28 مرداد 1332 شد. شهرباني به صورت مستقيم در اوضاع آشفته كشور با فراهم نمودن زمينه كودتا با آمريكا و انگليس عليه دكتر مصدق همكاري نموده و در نهايت زمينه اجراي كودتاي 28 مرداد را فراهم نمود.

Police force is one of the essential agencies in every ccountry which is formed to provide order and security inside the country and to prevent the influence of foreigners, but during the reign of Mohammed Reza Shah, Municipality played a significant role to provide the influence of UK and US in Iran. Municipality as a special organization had been considered during second Pahlavi and it's awareness and information organization along with US and UK tried to suppress political opponents of regime. Municipality should be viewed as one of the important security, information _police organizations which acted in line with informational services of US and UK during second Pahlavi. This rresearch aims to study and to determine the role of Municipality in security interactions between US and UK in Iran during second Pahlavi . The main question of the research is what was the role of Municipality in providing grounds for interactions and cooperation between US and UK during second Pahlavi? The research method is descriptive _analytical and the research tool is to exploit historical documents and data analysis. The research findings showed that Municipality directed it's practices to protect US and UK benefits, to provide the grounds for interactions between US and UK and to remove civil opponents. The most important consequence of these actions was the coup against Dr.Musadegh in 28,August 1332. In the chaotic situation of country,the Municipality cooperated with US and UK directly to provide the grounds of coup against Dr.Musadegh and finally it provided the grounds for implementing the coup of 28 August.
