طراحي الگوي نظام جامع آموزش‌هاي حين خدمت پليس حرفه‌اي براساس قانون استخدامي نيروي انتظامي جمهوري اسلامي ايران در حوزه نظم و امنيت انتظامي

Designing a Comprehensive System of Professional Police In-Service Training Based on the Law on Employment of Law Enforcement of the Islamic Republic of Iran in Law and Order Security

آموزش مهم‌ترين وجه توسعه و تعالي سازمان‌هاي انتظامي است. بنابراين عبور از آموزش‌هاي سنتي و كم‌كارآمد و ارائه آموزش‌هاي پليسي به‌صورت تخصصي، حرفه‌اي و به‌روز، طراحي يك الگوي جامع براي بهبود مستمر كيفيت آموزش‌ها از اهميت و ضرورت بالايي برخوردار است. ‌اين تحقيق با بررسي مفاهيمي چون نظام جامع آموزش، آموزش حين خدمت، پليس حرفه‌اي، قانون استخدامي ناجا، ضرورت‌ها و تعاليم ديني، اسناد بالادستي، قانون اساسي ج.ا. ‌ايران و سند چشم‌انداز 20 ساله كشور، در تلاش است مدلي جامع را براي آموزش‌هاي پليسي پيشنهاد دهد.تحقيق حاضر بر اساس هدف، كاربردي و توسعه­اي و با استفاده از روش آميخته مي‌باشد. ابزار گردآوري داده ها پرسش‌نامه و مصاحبه مي باشد. جامعۀ آماري بخش كمي پژوهش به تعداد 6528 نفر و بخش كيفي را 375 نفر از خبرگان ستادي و صف ناجا تشكيل مي دهند. اطلاعات بدست آمده به‌وسيلۀ نرم‌افزار اس پي اس و آزمون t مورد تجزيه‌وتحليل قرار گرفت. يافته هاي تحقيق نشان مي دهد كه با در نظر‌گرفتن يك رويكرد سيستمي كه لزوماً برونداد هر مرحله را درونداد مرحله‌ بعدي لحاظ نمايد، به همراه مهندسي فرايند اثربخش آموزش‌هاي ناجا زمينه‌ساز طرحي با عنوان «الگوي جامع نظام آموزش‌هاي حين خدمت پليس حرفه‌اي بر اساس قانون استخدامي ناجا در نظم و امنيت انتظامي » شود. با توجه به هدف پژوهش ، تجزيه و تحليل داده‌ها بر اساس تحليل عاملي اكتشافي و تأييدي و تحليل مسير انجام شد. نتايج به دست آمده از تحليل‌هاي استنباطي فوق، تدوين و بر پايۀ شواهد علمي و پژوهشي مورد آزمون قرار گرفت. نتايج اين مطالعه به­ گونۀ كلي نشان داد كه در تمامي عناصر سطوح مختلف پليس حرفه‌اي براساس قانون استخدامي ناجا فاصله (شكاف بين وضعيت موجود و وضعيت مطلوب) وجود دارد.

Education is the most important aspect of the development and excellence of law enforcement agencies. Therefore, passing on traditional and inefficient training and providing specialized, professional and up-to-date police training, designing a comprehensive model for continuous improvement of the quality of training is of paramount importance. This research examines concepts such as comprehensive education system, in-service training, professional police, NLA employment law, religious necessities and teachings, upstream documents, the RA Constitution. Iran and its 20-year vision document are attempting to propose a comprehensive model for police training. The present study is based on purpose, application, and development, using a mixed method. Questionnaire and interview were used for data collection. The statistical population consisted of 6528 persons in the quantitative section and 375 in the qualitative section of the Najafi staff and queue. Data were analyzed by SPSS software and t-test. The research findings show that taking into account a systematic approach that necessarily encompasses the output of each step to the next, along with the effective process training of the NSA trainers, a groundbreaking project entitled "A comprehensive model of the in-service training system based on NSA employment law" In police order and security. " According to the purpose of the study, data analysis was performed on the basis of exploratory and confirmatory factor analysis and path analysis. The results of the above inferential analyzes were formulated and tested on the basis of scientific and research evidence. The results of this study generally showed that there is a gap (gap between the status quo and the desirable status quo) under all elements of professional police at all levels of employment law.
