چكيده فارسي :
با توجه به وقوع سيلاب خسارت بار استان گلستان در سال 1397ـ 1398، بررسي و ريشه يابي ابعاد مختلف آن بسيار ضروري است. بنابراين، ابتدا مروري مختصر بر سيلابهاي اخير ايران صورت گرفت و پس از شرح مشخصات و جانمايي حوضۀ آبخيز گرگان‌رود، سيلهاي استان گلستان در دو دهۀ اخير بررسي شد. پس از شرح گزارش‌هاي مربوط به سيل 1397ـ 1398 استان گلستان، دلايل وقوع آن طبق گزارش‌هاي موجود كه توسط كارشناسان مطرح شده است، بررسي شد. در پايان، راه‌كارهايي جامع و متناسب با شرايط كشور و به‌ويژه استان گلستان ارائه شد. همچنين، برخي راه‌كارهاي كشورهاي پيشرفته در زمينۀ مديريت و كنترل سيلاب شرح داده شد كه ميتواند در صورت توجه و سرمايه گذاري مناسب، به پيشرفت كشورمان در اين زمينه كمك كند. ايجاد نوعي سامانۀ جامع فراقوهاي نظام نامۀ مديريت و كنترل سيل، توجه هرچه بيشتر به اقدامات آبخيزداري و آبخوان‌داري و نيز توجه به اصول و مباني مهندسي رودخانه‌زيستي، اجراي دقيق حد و حريم بستر و در صورت لزوم، بازنگري در قانون مربوط به آن به منظور افزايش حدود بستر، بازنگري و طراحي اصولي سازه هاي تقاطعي، بازسازي و احياي هر چه بيشتر مسيل ها، چالابها و تالابهاي طبيعي و رفع تعدي و تجاوزها به آنها، احياي مراتع در بخش شمالي رودخانۀ گرگان‌رود با توجه به جغرافياي تاريخي آن، از جمله مهم‌ترين و ضروريترين اقدامات براي پيشگيري و بهبود مديريت و كنترل بهتر اين مسئله است و با جلوگيري از تغيير شكل طبيعي حوضه هاي آبخيز و اقدامات غير اصولي سازهاي، به مقابلۀ بهتر در برابر اين پديده ميپردازد.

Considering the occurrence of damaging flood in Golestan province in 97-98, it is very necessary to investigate and rouse different dimensions of this flood. Therefore, a brief overview of recent floods in Iran was carried out and after the description of the specification of the Gorganroud basin, floods of Golestan province were reviewed in the last two decades. After describing the reports of floods 97-98 in Golestan province, the reasons for the flood were reported according to reports considered by the experts. At the end, comprehensive solutions were made to the conditions of the country, especially Golestan province. Some strategies of the advanced countries in the field of flood management have also been described, which can help to improve our country in this field and in case of appropriate investment and attention. Establishment of an overarching comprehensive flood management system, more attention to watershed management, as well as consideration of the principles of the river bio-engineering, the strict implementation of the limit and the privacy of the bed, and, if necessary, to review the relevant law in order to increase the relevant limits, designing the principles of intersecting structures, rehabilitating and restoring natural habitats and eliminating their aggression and uprising, restoring the pastures in the northern part of the Gorganroud River, considering its historical geography, is one of the most essential measures for the prevention and Improved management This is the issue and preventing the natural transformation of catchment areas and non-systematic actions of instruments to better counteract this phenomenon.
