چكيده فارسي :
رسانه هاي جديد ارتباطي به عنوان ابزارهاي استراتژيك «قدرت نرم»، به يكي از مهم‌ترين مولفه هاي برتري سيطره سياسي و فرهنگي تبديل شده اند. در اين ارتباط جمهوري اسلامي ايران در معرض انواع برنامه هاي ماهواره اي و سايبري قرار گرفته كه اين امر منجربه خلق رويدادها و تغييراتي در ابعاد سياسي، اجتماعي كشور شده است. سوال اين است كه قدرت نرم و رسانه اي مدرن، چگونه در اين تقابل به كارگرفته شده و چه پيامدها و تغييراتي در جنبه‌هاي اجتماعي و سياسي حادث شده است؟ در اين مقاله با شناسايي اين رويدادها و تغييرات، مهم‌ترين ابزارهاي قدرت نرم، چگونگي كاركرد، نقاط حساس اثرگذاري و نتايج به كارگيري اين ابزارها درگستره اجتماعي، سياسي و امنيتي ايران را بررسي شد. به تصور نگارنده «فرامدرنيسم» و «روش‌شناسي پست مدرن» با توجه به مولفه هاي مورد تاكيد مثل «فرو ريختن قطعيت‌ها»، «شالوده‌شكني»، «توجه به انواع متفاوت قدرت، هويت و گفتمان» و «ارايه تصويري سيال و فاقد مركز از قدرت و شبكه اي شدن آن» با نتايج حاصله از «انقلاب ارتباطات و گسترش فضاي سايبر» بهتر هم‌خواني دارد. يافته‌هاي اين پژوهش مويد آن است كه فضاي سايبري و شبكه‌هاي ماهواره‌اي تغييرات ژرف و گسترده‌اي را در ابعاد اجتماعي، فرهنگي و سياسي در ايران ايجاد كرده است كه مديريت آنها نيازمند راهبردهاي ويژه اي در شيوه حكمراني و سياست گذاري است.

Today, the use of soft media and cyber power is one of the strategic goals of governments inside and outside to create cultural and social changes and achieve the desired goals. As a result, new communication media as strategic tools of "soft power" have become one of the most important components of the superiority of political and cultural domination. In the years since the revolution, the Islamic Republic of Iran has been subject to a variety of satellite and cyberspace programs that have led to the creation of events and changes in various political and social issues in the country. The question is, how has modern media and soft power been used in this confrontation, and what are the implications and changes in social and political aspects? What we are looking for in this research is that by identifying these events and changes, the most important tools of soft power,how to operate, the sensitive points of impact and the consequences of using these tools in the social, political and security of Iran. In our opinion "transmodernism" and "postmodern methodology" with emphasis on such components as "the collapse of certainties", "deconstruction", "attention to different kinds of power, identity and discourse" and "fluid and devoid of centered figurative" Describes its power and networking "with the results of the" Cyber-Space Communications Revolution ". Therefore, using this method in this research and similar studies is appropriate for "realizing" and better explaining "diverse and multifaceted realities" and for the loss of security fences and Accustomed traditions.The findings of this study have confirmed that cyberspace and satellite networks have made profound and extensive changes in Iran's social, cultural and political context, which require them to have specific strategies for governance andpolicymaking.
