راهبردهاي توسعه و بهينه‌سازي فعاليت‌هاي كشاورزي سازمان اتكا با رويكرد اقتصاد مقاومتي

Strategies of Development and Optimization of Agricultural Activities of Etka Organization based on the Approach of Resistance Economy

اقتصاد مقاومتي، اقتصادي دانش‌بنيان، بهره‌ور، مولد، فزاينده ارزش‌افزوده و كاهنده خطرهاي اقتصادي در جهان پرتلاطم امروز بوده و به مجموعه‌اي از رفتارهاي اقتصادي دلالت مي‌كند كه منجر به تقويت زيرساخت‌هاي حكومت اسلامي شده، به‌گونه‌اي‌كه از همه ظرفيت‌هاي بالقوه و بالفعل براي ارتقاي رفاه عادلانه در جامعه استفاده شده باشد. يكي از بخش‌هايي كه به‌دليل شرايط و امكانات مي‌تواند باعث تحقق هدف‌هاي اقتصاد مقاومتي گردد، بخش كشاورزي است و اين مهم در وزارت دفاع و پشتيباني نيروهاي مسلح به‌دليل دارابودن شرايط و امكانات مستعد، تحقق آن به‌راحتي مي‌تواند صورت گيرد. در اين راستا پژوهش حاضر با هدف تدوين راهبردهاي توسعه فعاليت‌هاي كشاورزي سازمان اتكا با رويكرد اقتصاد مقاومتي به رشته تحرير درآمد. اين پژوهش يك مطالعه توصيفي – تحليلي در سال 1397 بود كه با الگوي SWOT از راه بررسي عوامل داخلي (نقاط قوت و ضعف) و عوامل خارجي (فرصت‌ها و تهديدها) و با مشاركت 20 نفر از خبرگان و صاحب‌نظران موضوع به شيوه هدفمند انجام گرفت. گردآوري داده‌ها به‌وسيله مرور اسناد، برگزاري جلسه‌هاي بحث گروهي متمركز و پرسشنامه‌هاي استاندارد برنامه‌ريزي راهبردي انجام شد. داده‌ها با استفاده از تحليل محتوا و آمار توصيفي در قالب الگوي SWOT تجزيه‌و‌تحليل شدند. با امتيازبندي به‌دست آمده، تعداد 13 راهبرد مؤثر بر تحقق اقتصاد مقاومتي در بخش كشاورزي در سازمان اتكا تدوين شد. همچنين راهبرد «ايجاد مزيت رقابتي براي سازمان اتكا در راستاي خودكفايي اقتصادي به‌منظور موفقيت بخش كشاورزي در گذر از بحران‌هاي ناشي از تحريم از راه ايجاد و تقويت باور علمي و عملي در مسئولان و مديران وزارت دفاع ج.ا.ايران» اولويت اول را به خود اختصاص داد.

Resistant economics is a knowledge-based, industrious, productive, increasingly value-added, and risk-averse economic in today's turbulent world and indicate a set of economic behaviors that have led to the strengthening of Islamic governance infrastructure, so that it has used all the potential and active capacities to promote impartial welfare in society. One of the sectors that due to its conditions and facilities can meet the objectives of the Resistance Economy is the agricultural sector and this important affair can easily be accomplished in the Ministry of Defense and Armed Forces Logistics because of the available conditions and facilities. In this regard, the present study aimed to formulate strategies for the development of agricultural activities of Etka Organization based on the approach of Resistance Economy. This research was a descriptive-analytical study in 2018 that was done by SWOT model through purposeful investigation of internal factors (strengths and weaknesses) and external factors (opportunities and threats) and with the participation of 20 elites and experts in this area. Data collection was done through document review, holding focused group discussion sessions, and standard questionnaires of strategic planning. The collected data were analyzed using content analysis and descriptive statistics in the form of SWOT model. Based on the obtained scores, 13 strategies have been formulated in Etka organization for effective resistance economy in agricultural sector. Also, the strategy of "creating competitive advantage for Etka organization regarding reliance on economic self-sufficiency in order to succeed in the agricultural sector in passing the sanctions crisis through creating and enhancing scientific and practical belief in I.R. of Iran ministry of defense officials and managers" was given the first primacy.
